Airport officials and Federal authorities said Thursday that they have tightened Security at Los Angeles International Airport because of the recent arrest of an elevator mechanic suspected of smuggling illegal immigrants into the United States, reports Dan Weikel. Officials for LAX and U.S. Customs and Border Protection said the measures included Security adjustments at the Federal inspection area inside the Tom Bradley International Terminal. Authorities declined to describe the changes to protect airport Security. "We have certainly reviewed the situation quite thoroughly and looked for opportunities to tighten Security," said Jeff Fitch, deputy executive Director of operations, maintenance and Security for Los Angeles World Airports, which operates LAX. Officials said the improvements were made after the arrest of Roberto Amaya Canchola, 53, on Aug. 23 at LAX, where he has worked as an elevator mechanic for more than 20 years. One month after the NSA's warrantless wiretapping program was disclosed by the New York Times in December 2005, we sued to put an end to it. In the two and a half years since then, an ACLU suit (brought on the same day as ours) was essentially dismissed on technicalities. And our lawsuit, Center for Constitutional Rights v. Bush , has seen over 700 pages of filings -- and not one single judicial ruling. Disappointment from the courts is never a surprise. But what has been surprising to me is that no one has come forward from within the ranks of the intelligence community to report on the illegal activities the President and former NSA Director and current CIA chief Michael Hayden have admitted they were carrying out. After this election, North Carolina will stop using Social Security numbers to verify the identities of many new voters after questions arose this week about the legality of its registration practices. On Thursday, The New York Times named North Carolina as one of several states that are checking the Social Security numbers of hundreds of thousands of new voters, despite Federal laws requiring that Social Security numbers only be checked as a last resort. The Social Security database is plagued with errors, which could force some qualified voters to provide additional identification – adding an unnecessary barrier for many voters. The need for more ID could cause confusion on Nov. 4, an election day that is expected to bring unprecedented numbers of voters to the polls. State officials say that, by election day, they expect to have registered more than 800,000 new North Carolina voters this year. About 218,000 were also taken off the rolls this year – either because they died, moved away or were convicted of felonies – so the net gain will be about 600,000 voters. It's unclear how many North Carolina voters will be affected. State Board of Elections Director Gary Bartlett said he did not have numbers available Thursday of how many new voters may have been flagged for the November election because their Social Security numbers didn't match Federal records. From Bill Lindelof: Crime, including sex offenses, on the University of California, Davis, campus and at the UC Davis Medical Center, increased in several categories last year. While assaults and reports of car theft were down, crime increased in the areas of sex offenses, robbery, burglary and arson. The number of sex offenses increased from 68 in 2006 to 72 in 2007. The increase does not necessarily mean reflect an increase in sexual assault, domestic violence or stalking, according to Jennifer Beeman, campus violence prevention program Director. The higher numbers may reflect "that the system is working and that victims feel confident enough to come forward," she said in a press release. The statistics are prepared each year in compliance with the Federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. About three-quarters of the sex offenses in 2007 were reported in confidence to the violence prevention program. The program obtains funding from campus and Federal money to provide 24-hour victim assistance. The number of drug arrests increased from 81 to 119, while "liquor disciplinary actions" decreased from 312 to 269. The increase in drug busts on campus from 18 to 25 -- mostly for marijuana -- were the result of more police patrols, according to UC Davis Police Chief Annette Spicuzza. Crimes reported in calendar year 2007 on property owned or controlled by UC Davis increased in five of nine key categories and decreased in two, according to statistics prepared in compliance with the Federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. The five categories where reported crimes increased were forcible and non-forcible sex offenses, robbery, burglary and arson. The categories where crime reports were reduced were aggravated assaults and motor vehicle theft. No reports of non-negligent manslaughter or negligent manslaughter were recorded. The number of total reported sex offenses (forcible and non-forcible) increased from 68 in 2006 to 72 last year. These numbers reflect reports that were taken on campus, by police agencies that have jurisdiction adjacent to the campus, all off-campus properties and the UC Davis Medical Center in Sacramento. Campus Violence Prevention Program Director Jennifer Beeman said increased awareness of available services does lead to an increase in reporting. "This increase in reported sex offenses does not necessarily mean that there has been an increase in sexual assault, domestic violence or stalking. "God help them if something happens before they've done that," Frances Fragos Townsend said Wednesday during a discussion at George Washington University on homeland Security and the presidential transition. Either Republican John McCain or Democrat Barack Obama will inherit the responsibility of preventing another attack on U.S. soil and managing the Homeland Security bureaucracy. The department was formed in 2003, after the Sept. 11 strikes, in the largest government reorganization since World War II. The department is in charge of everything from immigration enforcement to securing borders, airways, waterways and protecting the president and vice president. It already has gone through several reorganizations and there is not always consensus among experts on how best to run it. For instance, two advisers to Democrat Obama do not agree on what to do with the Federal Emergency Management Agency. P.J. The Social Security Administration asked Ohio and five other states on Oct. 3 to look over their voter registration procedures and make sure they are following Federal laws. “The bottom line is — if states are following the law — the laws are designed to protect the voter and make sure the voters aren’t wrongfully deleted from the list,” said Daniel P. Tokaji, associate Director of the Moritz College of Law at Ohio State University. The Social Security Administration’s database verifies the last four digits of a newly-registered voter’s social Security number when he or she does not have acceptable state-issued identification. The Ohio Secretary of State’s office requested verifications from the Social Security Administration more than 740,000 times since Oct. 1, 2007, according to administration records. The administration’s records show that the more populous states of California and Texas requested 410,777 verifications, and 205,093 verifications respectively. “The volume of requests indicate the verifications of requests weren’t being done as contemplated in our agreements,” said Mark Lassiter, Social Security Administration press officer. “The commissioner (of the Social Security Administration) let the secretary of states know that they needed to look at that.” Each state has an agreement with the administration to access the Social Security number database to verify the identification of newly registered voters. WASHINGTON: The US Supreme Court began hearing arguments Wednesday into whether national Security trumps the well-being of whales off the coast of California. At issue is whether President George W. Bush has the constitutional power to exempt the US Navy from environmental laws that curb the use of long-range sonar in the North Pacific Ocean that could bring harm to whales. The navy uses just such sonar off California, operating on a frequency that can disorient whales and provoke their beaching or death, to look out for hostile submarines lurking beneath the Pacific. Driving the case is the National Resources Defense Council (NRDC), a Washington-based environmental action group that claims 1.2 million members. "This case is about achieving environmental protection while maintaining our important national Security standards," Jeffrey Flocken, Washington Director of the International Fund for Animal Welfare, said in an NRDC statement. "It does not need to be an either-or scenario when it comes to ensuring our waters are protected and our marine wildlife is healthy." A newspaper report Thursday said tens of thousands of eligible voters have been removed from rolls or blocked from registering in at least six swing states. Election officials lined up to defend their registration procedures and said they had done nothing wrong. The New York Times based its findings on reviews of state records and Social Security data, and said it had identified apparent problems in Colorado, Indiana, Ohio, Michigan, Nevada and North Carolina. Two states had purged voters, the Times said. Ohio and three other states were cited only for sending several requests for voter registration verifications to the Social Security Administration. The Times said voters appear to have been purged by mistake and not because of any intentional violations by election officials or coordinated efforts by any party. It says that some states are improperly using Social Security data to verify new voters' registration applications, and that others might have broken rules that govern removing voters from the rolls within 90 days of a Federal election. Elections officials in several states disputed that any voters were illegally removed from rolls. Michigan elections Director Chris Thomas said the state removed only people who have died, notified authorities of a move or who were declared unfit to vote, which is well within the parameters of the law. An estimated 117,000 retirees and disabled veterans in Massachusetts could be missing out on economic stimulus checks of $300 or $600 from the Federal government. They have until Oct. 15 to apply, then the money is gone. “If Wall Street firms can get a bailout, our seniors on limited incomes should get their economic stimulus check, ” said Al Norman, executive Director of Mass Home Care, which represents 30 regional agencies in the state that deal with aging citizens and the problems they encounter. “We want to get the word out,” Norman added. “Taxpayers only have until Oct. 15 to file for their economic stimulus package.” People who get Social Security, Railroad Retirement Board benefits and certain veterans benefits may be eligible for the payments. That’s true whether or not they have to pay taxes, though they must file a 2007 return to get the rebate. The Internal Revenue Service has accounted for nearly 80 percent of the people who might be eligible. But that leaves some 117,000 people in Massachusetts who still could cash in. “We know that many people still have not applied,” said Edward J. Local fallout from a Federal appeals court ruling regarding voter eligibility remains to be seen. A Tuscarawas County elections official said Wednesday night it’s too early to tell what effect the ruling issued Tuesday to Ohio Secretary of State Jennifer Brunner will have. “It’s still unclear at this point what’s going to happen,” said Doug Wills, a county Board of Elections member and chairman of the Tuscarawas County Republican Party. The 6th U.S. Circuit Court of Appeals in Cincinnati ordered Brunner Tuesday to set up a system that provides elections boards in the state’s 88 counties with the names of potential Ohio voters who apparently provided conflicting information on voter registration forms. Brunner estimated that an initial review found at least 200,000 potential voters reported driver’s license numbers or Social Security numbers that don’t match records in other government databases, said Kevin Kidder, a spokesman for Brunner’s office. The Ohio Republican Party contends the information will help prevent fraud. “Things already are in motion to comply,” Kidder said. “We’re working to establish these processes on how we can make this work.
