By Ashley McGlone Religion News Service WASHINGTON (RNS) A Federal religious freedom watchdog Panel on Wednesday (July 30) asked President Bush to use his trip to the Beijing Olympics next month to speak publicly against abuses of religious freedom and human rights in China. The U.S. Commission on International Religious Freedom, joined by the Congressional Human Rights Caucus, also voiced support for a resolution pending in Congress that urges China to end all human rights violations. "We were in the White House and I told Bush that he had made a horrible mistake to go to the Beijing Olympics," said Wei Jingsheng, one of five Chinese freedom activists who met with Bush on Tuesday (July 29). "I do know that the Bush administration did try to push for human rights. Unfortunately, such an effort did not make much progress. Not only is there no improvement, as a matter of fact, human rights have gone backwards." In addition to a televised speech, the joint appeal asks Bush to urge the Chinese government to end religious oppression, to release detained religious leaders and groups, and to urge China to use its "considerable leverage" with Sudan to end the genocide in Darfur. Just before it broke for its July 4 recess, the Senate approved a bill (H.R. 3564) to reauthorize the Administrative Conference of the United States (ACUS). Congress initially formed ACUS in the 1960's, but vanquished it in the mid 1990's as part of the Newt Gingrich-led effort to reduce government. ACUS was a Panel of administrative law experts. ACUS studied the Federal rulemaking process and other operations of Federal agencies. The Panel took long-term views and made recommendations on improved performance. The bill would authorize ACUS to receive $3.2 million from FY 2009 — FY 2011. ACUS would be a bargain at twice the price, as it has the potential to more than pay for itself by making recommendations on improved government efficiency and performance. The idea of renewing ACUS is swimming in bipartisan support. It has already passed the House, where it is sponsored by Reps. Linda Sanchez (D-CA) and Chris Cannon (R-UT). According to BNA news service (subscription), Judiciary Committee leadership Sens. Patrick Leahy (D-VT) and Arlen Specter (R-PA) pushed the bill through the Senate last week. The bill also has the support of two Supreme Court justices: Stephen Breyer and Antonin Scalia, both former members of ACUS. Technically, ACUS already exists. 2004 legislation reauthorized the Panel. The majority in yesterday's 2-1 ruling said Virginia's three-drug procedures are similar to those of Kentucky that were were upheld by the U.S. Supreme Court in April. Judge William B. Traxler Jr., writing for the majority in the U.S. Court of Appeals for the Fourth Circuit, said Virginia's procedures are properly carried out and that 'in the 70 executions previously conducted by Virginia, there have been no reported problems.' Dissenting Judge Roger Gregory said the majority did not have the facts needed to determine that Virginia's procedures were substantially similar to Kentucky's. He said Virginia's three-drug mix 'has the potential to end in quiet, painless death or excruciating, silent torture depending on how drugs are administered." Emmett alleged that Virginia's procedures pose an unacceptable risk that the first drug, sodium thiopental, might not render the inmate unconscious, subjecting him to the pain of the other drugs that paralyze and stop the heart.'" In a move that should make it easier for millions of children in the U.S. to get their recommended vaccinations, a Federal vaccine advisory Panel has endorsed two new combination vaccinations. GlaxoSmithKline won a thumb's up from the advisory Panel for a four-in-one shot that guards against diphtheria, tetanus, pertussis and polio at a cost of $45. Sanofi Pasteur won an endorsement of its five-in-one shot for diphtheria, tetanus, pertussis, polio and Haemophilus influenzae type b, or HiB. That jab costs $69. The vaccine advisory Panel's decision helps clear the way for 36 million children to receive the vaccines through the Vaccines for Children program. Both vaccines have been approved by the FDA. The new combination vaccines don't change the number of vaccinations that children are expected to receive.
