June 30th was the deadline for European Operators to let the EU telecoms commissioner Viviane Reding know how much they were charging for roaming text messages and data downloads as of July 1. Reuters reports an EU official in its executive body said that submissions from mobile Operators showed that they hadn't made enough price cuts SMS messages sent abroad, though they had made reductions in the price of downloading data while traveling. The industry is now bracing itself for mandatory price cuts on SMS prices, but are expecting Reding to conclude that the data download business is too young to rush in with regulation. Reding is to announce whether she will mandate price cuts on SMS and data on or around July 18. She has said in the past she Operators to charge consumers 12 euro cents for a roamed text message, and for carriers to charge each other no more than 35 euro cents per megabyte for data. With competition heating up for video services in Europe, Operators will employ VOD as a key differentiator in acquiring new subscribers, with evidence suggesting that the move from near-VOD to true VOD dramatically increases buy rates. VOD is fast becoming a must-have feature; and for those Operators with the technology already in place, the next step is to differentiate even further via HD VOD, along with increasing the size of the content library. In a recent report, ABI Research categorizes the growth of VOD subscriber levels in the contexts of programming and functionality. “The number of concurrent VOD streams will increase markedly over the next five years,” says Paul Lee, ABI Research analyst. “The Asia-Pacific region is poised to experience high levels of growth: from 1.66 million VOD streams in 2007 to almost 21 million in 2013. And in total, the global trend toward increased usage of VOD streams will multiply tenfold throughout the years 2007 to 2013, with a compound annual growth rate of nearly 45%.” Several companies set up their VOD offerings over the past few years with the intention of boosting future subscriber numbers. Viviane Reding's drive for more competitive mobile service tariffs continues following last year's roaming directive. On the 12th of June, speaking at the EU Telecoms Council in Luxembourg, the European Commissioner for Information Society and Media made clear her disappointment over SMS and data roaming charges in the EU. Last February, during the GSMA Mobile World Congress in Barcelona, the Commissioner asked European mobile Operators to drop their data and SMS roaming prices stating that "the real breakthrough for data roaming will only come when the inter operator tariffs start to fall to a substantial level." In April 2008, GSM Association claimed that EU average SMS roaming tariffs fell by 18% while average data roaming tariffs fell by 25% between April 2007 and April 2008. This appears to not have met the Commissioner's expectations. ...
