q&a Commercial buildings consume nearly one fifth of the nation's Energy. But that could change dramatically if by 2025 all new office and retail buildings generate as much Energy as they use. That's the goal of the U.S. Department of Energy's Zero-Net Energy Commercial Building Initiative, announced earlier this month. The Energy Department also is partnering with national labs and companies to advance technologies for office and retail buildings to offset their Energy use. The efforts support the Energy Independence and Security Act of 2007 , which calls for spending up to $200 million per year by 2013 to accelerate the development of high-performance green buildings. To start, the Department of Energy is giving $100,000 for green-building prizes to the California Clean Tech Open "start-up in a box" competition. The National Wildlife Federation (NWF) on Aug. 21 released its own ratings of American colleges and universities — based not on selectivity, but on greenness. The results are a bit surprising. For all the attention that environmental causes have garnered over the past several years, the NWF found that sustainability-related education offered on campuses stayed steady between 2001 and 2008 — and might even have declined. While U.S. schools have done well in greening their campuses — rare is the day that passes without a college announcing a new green building or Program for Energy Efficiency — colleges are lacking when it comes to sustainable education. Markets, not politics, should determine how much Energy we import, says Joseph L. Bast of the Heartland Institute. "Energy independence" has become the rallying cry for many environmental and anti-war activists who seek to wean businesses and consumers in the United States from reliance on imported fossil fuels. But can Energy independence be achieved, and if so at what costs, asks Bast? Genuine Energy independence would require Energy isolationism -- the erection of barriers to free trade with other countries -- which is known to slow economic growth, invite retaliation by trading partners and raise prices. Therefore, free trade, not isolationism, is the way to enhance Energy security and world peace. According to Robert Ebel, head of the Energy Program at the Center for Strategic and International Studies, "It makes absolutely no sense to talk about Energy independence. … We cannot produce our way to Energy independence, and we cannot use Efficiency or conservation to achieve Energy independence…" Since some progress toward self-sufficiency could make our Energy supplies more secure, policymakers should focus on removing public policies that restrict the development of domestic Energy supplies, including nuclear power and domestic fossil fuel reserves. While organizations statewide have jumped on the green-collar jobs boat, Roxbury Community College is at the helm of the clean Energy sector with its new training programs to begin late September. On September 29th, RCC will launch two year-long pilot certificate programs: one in Energy conservation and Efficiency, and another in alternative and renewable Energy, created by Morisset St. Preux, assistant dean of the Division of Continuing Education at RCC. The certificate programs are the newest additions to RCC's Workforce Development Program, a variety of non-credit courses designed to provide students with the ability to access economic opportunities. "As a college in the heart of the city of Boston, we're trying to position ourselves in a way that we can become a pioneer in the field," says St. Preux. JEFFERSON CITY, Mo. – The Missouri Department of Natural Resources’ Energy Center today announced the award of more than $68,000 in low-interest loans to help Howard County and the City of Fayette save money on heating and cooling costs. Howard County will use a loan of $56,300 to finance improvements to the Howard County courthouse. A new Energy-efficient boiler, heat exchanger and cooling tower for the courthouse will save the county an estimated $4,869 annually in utility costs. Fayette will receive a $12,000 loan to replace heating, ventilation and air conditioning equipment at City Hall. The improvement will save the city an estimated $3,192 annually. The funding was approved under a special emergency offering by the department’s Energy Center through the Energy Loan Program, which makes lower-interest loans for qualifying Energy conservation projects. The county and city will use the loans to replace failing heating and cooling equipment at the two facilities. Nebraska is the nation's second leading ethanol-producing state behind Iowa. But Nebraska is behind other states in developing other alternative Energy sources, such as wind power. To help remedy that, state Sen. Annette Dubas of Fullerton wants Nebraska to develop an Energy plan to act as a road map for future state alternative Energy development. Dubas, a member of the Legislature's Agriculture Committee, said the committee heard testimony by Thomas Dorr, the USDA undersecretary of agriculture for the rural development Program, Friday during the public hearing for interim study resolution, LR 350, which she is sponsoring. Dubas said Dorr provided details regarding the Energy provisions of the new Farm Bill. Title IX of the 2008 Farm Bill reauthorizes and expands USDA initiatives in renewable Energy, ranging from new investments to encourage research and development, and deployment of advanced biofuel technologies, and other programs in Energy Efficiency and small scale Energy systems recovered from agricultural waste streams. From opening offshore drilling to distilling ethanol to fast-tracking a fuel-cell car Program, there has been no lack of plans for cutting oil imports. Ironically, while these impressive, innovative solutions have crowded the news, relatively little attention has been paid to one of America's most Energy efficient forms of shipping and transportation: railways. Every day, tons of goods are moved across the United States. Most of this shipping is done by truck, resulting in the consumption of millions of gallons of fuel and the release of thousands of tons of exhaust. While container shipping and America's vast network of highways make trucking the simplest form of shipping, it is also among the most expensive. One solution to this problem would be the increased use of rail shipping. According to the Association of American Railroads, U.S. railroads use , on average, only one gallon of fuel to move a ton of freight over 436 miles. This represents an 85% increase in Efficiency since 1980, and is, according to AAR President Edward R. Hamberger, "three or four times more fuel efficient than trucks."
