Deval Patrick a 98-page comprehensive Energy package aimed at expanding the use of cleaner, renewable Energy in the state. The measure establishes specific Energy goals including meeting at least 20 percent of the state’s electric load by the year 2020 through new, renewable generation; reducing greenhouse gas emissions by 20 percent from 1990 levels by the year 2020 and reducing total Energy consumption by at least 10 per cent by 2017. Other provisions include requiring that the state replace government vehicles with more fuel efficient ones and creation of new programs to provide loans and grants to cities and towns to finance the cost of Energy efficient improvements. Supporters said that this landmark pro-environmental legislation, supported by businesses, the Energy industry and environmentalists, would increase the state’s use of cleaner, renewable Energy and reduce its dependence on foreign oil. BOSTON —The House of Representatives has unanimously approved a comprehensive Energy reform Bill that will reduce the commonwealth’s use of foreign oil, increase use and production of cleaner, more renewable Energy and help save costs at a critical time for consumers. The Green Communities Act, also unanimously approved by the Senate, is expected to become law Wednesday with the signing of Gov. Deval Patrick. “When we saw the Energy crisis on the horizon last year, the Massachusetts House acted and now we will have a law that comprehensively and aggressively tackles this crisis at just the right time,” said Rep. Patrick Natale, D-Woburn. “I am pleased to have been a part of this historic Energy reform in the Commonwealth.” The Bill originally unveiled by Speaker Salvatore DiMasi, D-Boston, in December 2006 was redrafted over several months with state officials, the Energy industry, environmentalists and other key stakeholders.
