Aggressive federal Energy efficiency policies, such as building codes and appliance standards, would put money in consumer wallets in every state. That's the message of a new report that adds to evidence of the economic potential of curbing Energy use. Analysts at the Consumer Federation of America (CFA) calculated that U.S. citizens would save $301 to $451 annually on average on their utility bills in 2030, if the nation slashes projected Energy use by 20 to 30 percent, or 1 to 2 percent per year. The report is one of the first to look at how strong federal efficiency policies would shrink home Energy bills. Nationwide, households would save between $37 billion and $66 billion over two decades. The savings would be a "cushion to soften the blow" of costlier climate measures, said Mark Cooper, the study's author and research director at CFA, a consumer group of 300 organizations. "Efficiency lowers consumer bills, which provides an important cushion against other aspects of climate policy that might push bills up," Cooper wrote. To do the analysis, CFA looked to the states. The report is based on 24 state-level studies over 10 years and three recent reports from the National Research Council, McKinsey & Company, and the American Council for an Energy Efficient Economy (ACEEE). The Chinese government has helped turn the country into an alternative Energy powerhouse using a slew of policies that support domestic renewable fuel industries, according to a study released Monday. A sweeping mix of preferential financing, rebates, tax incentives and subsidies for Chinese-owned and -controlled clean-tech companies between 2002 and 2009 was implemented as the country faced rising Energy consumption, according to the report from the National Foreign Trade Council . Policies include the 2005 measure that required wind farms in China to be built using at least 70% locally produced materials, which pushed several international companies to establish manufacturing facilities in the country. Chinese utilities must buy all renewable Energy generated in the country and then offer the power to consumers at a discount, according to a 2006 law. A $586-billion stimulus package from 2008 allocated significant funds to renewable Energy projects, and a 2009 program offered 50% investment subsidies for solar power systems connected to the national grid. China is turning into a major production base for electricity generated from hydropower, wind, biomass and solar sources at an astonishing scale and speed, according to the report. Materials scientists at the University of Wisconsin-Madison have designed a way to harvest small amounts of waste Energy and harness them to turn water into usable hydrogen fuel. The process is simple, efficient and recycles otherwise-wasted Energy into a useable form. “This study provides a simple and cost-effective technology for direct water splitting that may generate hydrogen fuels by scavenging Energy wastes such as noise or stray vibrations from the environment,” the authors write in a new paper, published in the Journal of Physical Chemistry Letters. “This new discovery may have potential implications in solving the challenging Energy and environmental issues that we are facing today and in the future.” The researchers, led by UW-Madison geologist and crystal specialist Huifang Xu, grew nanocrystals of two common crystals, zinc oxide and barium titanate, and placed them in water. When pulsed with ultrasonic vibrations, the nanofibers flexed and catalyzed a chemical reaction to split the water molecules into hydrogen and oxygen. When the fibers bend, asymmetries in their crystal structures generate positive and negative charges and create an electrical potential. This phenomenon, called the piezoelectric effect, has been well known in certain crystals for more than a century and is the driving force behind quartz clocks and other applications. Climate change, on a global scale, is a much bigger deal, and people are trying to muddy the waters, particularly people who think they might lose. Unfortunately, it’s easier to propagate fear than seeing a vision of prosperity. WASHINGTON (AP) — A coalition representing governors of 29 states, includihg Massachusetts, is urging the federal government to take steps to boost wind Energy, such as a renewable Energy standard requiring utilities to produce at least 10 percent of their Energy from renewable sources by 2012. The bipartisan Governors' Wind Energy Coalition plans to make the recommendations Tuesday in a report to Congress and the White House. The Associated Press obtained a copy of the report ahead of its official release. The report comes as Senate sponsors of a climate bill prepare to unveil their legislation, perhaps as soon as this week. "We offer our assistance in working with Congress and the administration to achieve one of the nation's principal Energy goals, Energy independence, and increasing the role that wind Energy plays in meeting that challenge," wrote the coalition's chairman, Iowa Democratic Gov. Chet Culver, and its vice chairman, GOP Gov. Donald Carcieri of Rhode Island, in a letter to congressional leaders. A nearly identical letter was sent to President Barack Obama. The governors said that although the House began to address increasing wind power's role in climate legislation it passed last year, they are anxious to see the Senate follow through.
