  The Cyber Café in Malden Square recently announced that residents who may qualify for the Economic Stimulus Package (ESP) have not yet filed a return to claim it.  SSA and veterans benefits recipients may not realize they qualify for the ESP. There is still time as you have until Oct. 15, 2008 to file for the ESP.   It can take up to eight weeks for the IRS to get your Stimulus payment to you.  It takes about 5-10 minutes to apply, and the Cyber Café will electronically file your special 1040A Return for you. That gets your claim into the IRS more quickly, speeding up your payment.  Also, you can arrange for direct deposit; just bring a check or your checkbook so we can get the correct routing and account number onto the application.  Just come in during the posted walk-in times noted below or schedule an appointment. Now that the effects of the first Economic Stimulus Package are wearing off and consumer spending is dropping like an anvil, taking America’s Economic prospects with it, how long will it be before we see the next brilliant Economic Stimulus Package? The government seems intent on avoiding a recession at all costs, so it seems almost inevitable that a second Stimulus Package will be unleashed, especially if Obama takes office. Democrats in House are pushing for more Economic aid to be sent out, but in this version they want to see money sent to local governments along with infrastructure improvements and assistance to certain families and workers in need, according to the Economist . Their proposal totals around $50 billion. So far President Bush seems intent to avoid another Stimulus Package, but who knows if he will change his mind or not. In all likelihood, though, nothing would happen until early next year, under the new President’s leadership. Since Obama has been pushing for a second Stimulus Package, it seems that if he is elected we can pretty much expect to see one next year, unless the economy makes a miraculous recovery in the second half of 2008 (not likely). McCain, on the other hand, seems opposed to one for the most part, but with Democrats expected to rule in both chambers, according to the Economist , he might be easily swayed if elected. The term "China Economic Stimulus Package" has to be an oxymoron. NBC recently made the point that China's economy can no longer be driven hard by exports. They have become too expensive as labor costs and commodities have risen. Some industries are actually cutting jobs. Now there is mention of the idea that China may unwrap a program of as much as $58 billion to help capital markets and real estate. According to Bloomberg, "Since July, Chinese policy makers have put extra emphasis on sustaining growth rather than cooling inflation in the world's fourth-biggest economy as the outlook for exports dims." The Chinese GDP has been growing at a rate of over 10% for the better part of a decade. The economy in the world's most populated country is not geared to handle any significant slowdown. The premise on which money supply and the subsidized costs of key products like gasoline and diesel is based assumes a type of "hyper-growth" which is not a part of any other large nation's financial dynamics. China's improving economy had its foundation in exports, but its new middle class are powerful consumers in their own right. They help drive production in China and imports which keep the nation's balance of trade with the West in a "reasonable" range. Based on GDP figures and June numbers out of retailers including Wal-Mart (WMT), the tax rebate program helped the economy for about 30 days. July retail numbers seem to show that the effect did not go much beyond that. Economist Martin Feldstein recently wrote "Recent government statistics show that only between 10% and 20% of the rebate dollars were spent. The rebates added nearly $80 billion to the permanent national debt but less than $20 billion to consumer spending." Feldstein may be off. When it comes to really large numbers, economists usually are. But, he is not off by a factor of two or three. Tax rebates sent out by the US government totaled something above $100 billion.It helped the economy for a remarkably short time. That may be a warning sign of how deep a recession the economy is already in, a recession which probably worsened around mid-year. The present situation could do more damage to already badly damaged industries, particularly retail, airlines, and autos. The stocks prices for companies in these sectors reflects the inevitability of things getting worse. The federal government could solve many of these problems by making the rebate program monthly instead of having it be a one-time things.
