A plan to help North Carolina families struggling to make their mortgage payments is on the fast track in the General Assembly. The Senate voted 45-1 on Wednesday to approve the plan. The vote sends the bill back to the House for final approval. That chamber signed off on an earlier version of the plan last week. The bill requires lenders to give homeowners 45 days notice before starting foreclosure proceedings on subprime mortgage holders. It also gives state officials the power to stall foreclosures for 30 days so they can try to create a new repayment plan. One of the plan's supporters, Sen. Gov. Mike Easley's drought response plan is advancing in the General Assembly as lawmakers try to adjourn by the end of the week. The Senate voted 36-9 on Thursday to approve the plan and send it back to the House. Easley asked lawmakers to give governors more power to restrict usage during water shortages. He said state officials needed more power to act on shortages before droughts deteriorate into emergencies. Lawmakers scaled back the governor's plan to help local water system officials who have already drafted and filed conservation plans with the state. Friends and colleagues say the news stories and criticism paint a picture that bears little resemblance to the talented, smart and warm person they know. “I have never seen an aloof Mary Easley, nor have I seen, like I said, an ostentatious or false Mary Easley,” said Doug Parsons, a lawyer who has known Easley since 1972, when they were both law students at Wake Forest University. Consumers looking for tickets to sold-out events will have some protection if they go shopping on the Internet under a bill headed to Gov. Mike Easley. The House and the Senate approved a plan Friday creating an exemption in North Carolina's no-scalping law. Current law prohibits resale of seats for more than $3 above face value, but that hasn't stopped some sellers from scalping tickets on the Web. The measure headed to the governor would make reselling tickets online legal for 11 months starting in August. Mike Easley probably feels the same way, though he doesn't usually use the queen's Latin to express dismay about what's gone in his house.
