The European commission today proposed slashing the cost of sending mobile text messages when travelling within the EU. "EU citizens should be free to text across borders without being ripped off," Viviane Reding, EU telecoms commissioner, said. The EC said the 2.5bn text messages sent each year by 'roaming' customers cost in excess of 10 times more than domestic messages and proposed capping them. The European Regulators' Group, including Britain's Ofcom , said the cap should be set at between €0.11 and €0.15 per text compared with the current EU average of €0.29. Domestic text messages can cost as little as €0.034. Reding said a single text for travellers from Belgium could be as high as €0.80 while British holidaymakers could expect to be charged €0.63 (40p) when roaming in Italy - compared with €0.30 for the French and €0.41 for the Germans. She imposed price caps last year on roaming calls which have proved popular with consumers but angered mobile operators who are campaigning against her latest plans. But Reding said the operators had failed to respond to her calls for voluntary price cuts. The EC believes its latest proposals, due to be presented as Draft legislation in the autumn, will boost the EU's role as consumer champion among its increasingly disenchanted 500 million citizens after the debacle of the Lisbon Treaty. The G8 Summit began today in Tokyo, Japan. Among the topics expected to be discussed is the controversial Anti-Counterfeiting Trade Agreement ( ACTA ) Treaty proposal drafted in secret primarily by the office of the US Trade Representative and legislators from Californiia. Not surprisingly, the California lawmakers are well known for supporting just about any legislation that increases the term or scope of copyright or strengthens penaitles for infringement. Despite some attention from websites like Afterdawn , public interest groups like the Electronic Frontier Foundation , and news publications in Canada we don't really know anything more now than we did when a Draft of the proposal was first published by the watchdog site Wikileaks . Besides suggesting the controversial move of making law enforcement responsible for investigating and prosecuting intellectual property infringement, the proposal has come under fire for the exclusive group of countries included in the initial discussions. [JURIST] The upper house of the Dutch parliament voted 50-15 Tuesday to approve the EU reform Treaty, formally known as the Treaty of Lisbon. Last month, Netherlands Prime Minister Jan Peter Balkenende said that he would press on with ratification, even after Irish voters rejected the Treaty in a referendum earlier that month. The Dutch parliament's lower house approved the Treaty by a vote of 111-39 in June. Xinhua has more. Dutch News has local coverage. Other EU countries have delayed ratifying the Treaty until the full effect of the Irish referendum is known. The future of the pact is currently in doubt as it must be approved by all 27 EU states in order to take effect. [JURIST] Diplomats reached an agreement Wednesday on a Draft Treaty banning the use, manufacture, and stockpiling of cluster munitions following ten days of negotiation at the Dublin Diplomatic Conference on Cluster Munitions. The Treaty forbids signatories from acting in a way that would assist, encourage, or induce "anyone to engage in any activity prohibited" under the Treaty. Countries possessing cluster munitions would be required to destroy them, and to provide medical assistance, rehabilitation and psychological support to any victim of cluster munitions within their jurisdictions. While the US was not present at the conference, a loophole was built into the Treaty to allow continued military and other cooperation between parties and non-parties to the Treaty. Article 21 of the Treaty allows the military personnel and nationals of Treaty signatories to engage in military cooperation and operations with non-signatory states which might engage in prohibited activities. The Treaty will be formally adopted on Friday, signed into law in December, and then must be ratified by individual signatory nations. BBC News has more. [JURIST] Polish President Lech Kaczynski Tuesday refused to sign the EU reform Treaty, properly known as the Treaty of Lisbon, saying that to do so would be "pointless" after Irish voters rejected the Treaty in a June referendum. The Treaty's future has been uncertain since the Irish vote, as the instrument requires that all 27 European Union member nations ratify it before it can go into effect. In April, the lower house of the Polish parliament voted 384-56 to approve the EU Reform Treaty. The Upper House approved it the following day. BBC News has more. [JURIST] The Sudanese parliament Monday passed a long-anticipated electoral law that is expected to ease the country's transition to democracy. The law establishes that 60 percent of parliamentary seats will be chosen by majority voting, while the remaining 40 percent will be filled by a proportional representation of political parties. Of the proportional representation seats, 25 percent will be reserved for women. [JURIST] Human Rights Watch (HRW) announced on Friday that its researchers have proof that Russian forces have dropped cluster bombs on Georgian civilians during the recent conflict over the breakaway region of South Ossetia. Cluster bombs release large numbers of smaller explosives which spread out before detonating upon impact, a design meant to maximize bodily injury of a large group of people. On Tuesday, Georgia filed a complaint against Russia with the International Court of Justice (ICJ), alleging that invading Russian troops have also engaged in the murder, rape and mass displacement of civilians. Russian officials have stated that they have their own evidence showing that Georgian forces have committed war crimes. At the Dublin Diplomatic Conference on Cluster Munitions in May, diplomats agreed on a Draft Treaty banning the use, manufacture, and stockpiling of cluster munitions. No representatives were sent to the conference from the US, China, Russia, Israel, India, or Pakistan, whose governments collectively make up the world's largest producers and users of cluster bombs. VIENNA: The 35-nation governing body of the International Atomic Energy Agency has approved the India''s safeguards agreement. The Director-General of the IAEA, Mohammed el-Baradei gave the opening statement. The text, said Dr. el-Baradei, "is an Infcirc/66-type safeguards agreement based on the Agency''s standard safeguards practices and procedures" for states that are not party to the Nuclear Non-proliferation Treaty. These agreements "are not comprehensive or full-scope safeguards agreements", he added. Describing the Indian Draft as an "umbrella agreement" providing for any facility notified by India to become subject to Agency safeguards in the future, the IAEA DG said he expects to begin implementation of safeguards at new Indian facilities in 2009. Dr. el-Baradei said the "umbrella" nature of the agreement provides for a "more efficient mechanism for ensuring that safeguards requirements can be met". "It satisfies India''s needs while maintaining all the Agency''s legal requirements". ...
