The Dover Cultural Council has set an Oct. 15 deadline for organizations, schools and individuals to apply for grants that support cultural activities in the community. According to council spokesperson Beth Benjamin, these grants can support a variety of artistic projects and activities in Dover, including exhibits, festivals, short-term artist residencies or performances in schools, workshops and lectures. The Dover Cultural Council will also entertain funding proposals from schools and youth groups through the PASS Program, a ticket subsidy program for school-aged children. The Dover Cultural Council is part of a grassroots network of 329 local councils that serve every city and town in the state. The program is the largest, most decentralized one of its kind in the United States. The state legislature provides an annual appropriation to the Massachusetts Cultural Council, which then allocates funds to each local council. TAMPA -- After Barbara Mongee disappeared in 1993, her husband Reuben told people she had died in a car accident or of carbon monoxide poisoning, deputies say. But last year her body turned up with a gunshot wound, and today detectives charged the husband with murder. Reuben Mongee, 73, of 5530 Briny Breeze Drive in Dover, was charged with second-degree murder with a firearm. Barbara Mongee was last seen Oct. 15, 1993, when she left work for a one-week vacation. When she didn't return, deputies investigated. At the time, Reubin Mongee told investigators his wife was out of state checking on a sick relative and could not be contacted. He later told others she had died in a car accident, or of carbon monoxide poisoning. Construction workers found her skeletal remains on Sept. 24, 2007, at Parsons Avenue and Windfield Lane in Seffner. Dover Air Force Base airmen spent part of Oct. 8 figuratively kicking the tires on the newest member of the base’s airlift fleet, a C-17 Globemaster III christened “The Spirit of Delaware.” The 174-foot-long cargo aircraft, the 13th and last of the base’s complement of C-17s, touched down at 3:58 p.m., two minutes ahead of schedule, on its maiden flight from the Boeing assembly plant in Long Beach, Calif. Gen. Arthur J. Lichte, commander of the Air Mobility Command, Dover’s major command, was at the controls. Numerous dignitaries, including Sen. Tom Carper, D-Del., Rep. Mike Castle, R-Del., Lt. Gov. John Carney, 436th Airlift Wing commander Col. B. Stephen Harrison and U.S. Air Force Reserve 512th Airlift Wing commander Col. Randal L. Bright, were on hand to greet Lichte and the new C-17. “I can’t wait to put her to work,” said Tech. Sgt. Glenn Bull, eying the pristine aircraft. A member of the 736th Aircraft Maintenance Squadron, Bull is the plane’s dedicated crew chief, in charge of a group of airmen who will maintain and repair the new Globemaster.
