On 17 September the UN Security Council expressed its disappointment at Eritrea’s lack of cooperation in resolving a boundary dispute with Djibouti. According to the Security Council, not only did Eritrea avoid engaging in a dialogue with its neighbour, but it also refused to receive a UN investigation team in July.The UN fact-finding mission was sent to both Djibouti and Eritrea in order to uncover details about an alleged Eritrean occupation of Djiboutian territory dating back to February 2008. The mission was also tasked with determining responsibility for clashes at Ras Doumeirah in June, where a simmering border dispute and an undemarcated boundary led the two sides to position troops within yards of each another. According to the report prepared by the UN envoys, despite the fact that Asmara accuses Djibouti of military aggression, Eritrea refused to welcome the UN mission and did not provide evidence to support its arguments. Hoping that the UN will persuade the two countries to demilitarize the border, the report highlights Djibouti’s cooperation with the UN mission and points out that while Djibouti has already withdrawn its troops from the disputed area, Eritrean forces are still deployed at the border.The Security Council has called on UN Secretary General Ban Ki-moon to seek to persuade Eritrea to cooperate with the UN and to move forward with peace talks with Djibouti.Sources: ‘Djibouti: UN urges Eritrea to move forward w ...

Back in June, clashes between the regular armed forces of Djibouti and Eritrea left scores of people dead. At the time, little was known about what sparked the fighting and which side was to blame. Djibouti claimed that Eritrean soldiers raided a border outpost inside Djibouti territory. Eritrea denied the it was to blame. Amidst a general state of confusion, the Security Council ordered the UN to send a fact finding mission to assess what took place and offer recommendations to resolve the conflict. Unfortunately, the Eritrean government refused to speak to the UN officials, or grant them visas. (Read this post for some background on why Eritrea might harbor a grudge against the UN.) So, the fact finding mission's report really only reflects Djibouti's side of the story, which is as follows: The two countries previously agreed that Eritrean civil engineers should construct a road linking a town in Eritrea to a town in Djibouti (but to which Eritrea periodically makes claim). As civil engineers build the road, their are joined by Eritrean Defense Forces, which start digging trenches and fortifying the disputed border town. A military build-up ensues, but Eritrean Defense Forces start defecting to the Djibouti lines. Eritrea demands Djibouti hands back the deserters. Djibouti refuses Eritrea's ultimatum.
