I had a great time Tuesday night at Johnny Brenda's for Ignite Philly II .    State leaders said Monday that global economic forces will likely hasten cuts in state spending and had already shut off the state’s access to credit markets, as Beacon Hill struggled to gauge the Congressional defeat of a $700 billion rescue package for financial institutions. Describing the capital markets as “totally frozen” and saying he was stunned by the House vote to thwart the economic bailout bill, State Treasurer Tim Cahill said state government has lost access to the short-term credit lines it relies on to pay its bills but will make a $1.3 billion local aid payment Tuesday. Gov. Deval Patrick said that a continued slide in state tax collections would likely expedite state budget cuts. Cahill said the Treasury had in the past several days secured $230 million of the $400 million in short-term borrowing it was pursuing to meet state government bills and “get us through a rough patch.”  The state was unable to secure the remaining $170 million, Cahill said, and $750 million in revenue anticipation notes planned for this week are up in the air with the Treasury taking a day-by-day approach to borrowing. “There’s just no money out there,” Cahill said. “Nobody’s lending money right now. Normal 0 House passes Suicide Prevention Bill The Massachusetts House of Representatives recently passed a bill to establish a special commission aimed at reducing the incidents of suicide in Massachusetts. H. 2165, Providing for an Investigation and Study by a Special Commission Relative to Suicide Prevention, will create the commission to analyze issues surrounding suicide and explore how state government can work together through prevention and public policy initiatives to prevent suicides from occurring. The commission will then report its recommendations to the General Court within one year. Members of the commission will include state agencies representing the Departments of Public Health, Education, Elder Affairs, Mental Health, Public Safety and Youth Services as well as the Attorney General’s office and suicide prevention advocates. “This bill will help us to better understand why incidents of suicide occur and assist the commonwealth to find better ways of reducing the number of incidents by working collaboratively,” said Rep. Car leases, holiday parties, new office furniture and meals at high-end restaurants are just some of the ways top Massachusetts lawmakers, unopposed at the ballot box, are choosing to spend their campaign donations. House Speaker Salvatore DiMasi spent more than $30,000 on meals for staffers, fellow lawmakers and associates during the first eight months of the year, according to an Associated Press review of campaign finance reports. House Speaker Salvatore DiMasi has announced backing for a sales tax holiday this summer, after initially vowing support and then later appearing to change his mind. In an e-mailed statement, DiMasi said, “For the past four years, thanks to the Legislature’s economic stimulus bills, the sales tax holiday has served as a great incentive to consumers in Massachusetts and provided a much-needed boost to retailers in the otherwise slow sales month of August. There is no doubt this year that consumers need a break and that retailers need a shot in the arm. I believe the state can afford the sales tax holiday and I am going to encourage members to support it when we consider the bill — hopefully next week.” Senate President Therese Murray has already come out in favor of the bill. Critics of the holiday say it just shifts sales that would have otherwise occurred and doesn’t provide the economic jolt that proponents claim. The proposal may surface for debate next week in the House. The state's cultural community, including MetroWest area museums and art programs, celebrated the news this week that most groups will get a bit more state funding this year, despite threats of cuts in Massachusetts' budget. "We went into this budget year knowing it's going to be tough," Anita Walker, executive director of the Massachusetts Cultural Council, told grant recipients at a ceremony in Boston's Old North Church. Legislators "knew that there would be belt tightening, but knew they had to make strategic investments that return to the commonwealth." The Cultural Council received an extra $361,000 in this year's budget, boosting its total appropriation to nearly $12.7 million. House Speaker Salvatore DiMasi told the gathering that art funding made good economic sense. "It really is an economic generator," DiMasi said. "People don't realize that Massachusetts is somewhere people want to go because of the heritage, history, culture, arts and music." The name-dropping governor's councilor has done what any Massachusetts pol with a sudden ethics issue has done: She's hired a well connected mouthpiece. No, not George "Angel of Death" Regan. Even better: Larry Rasky, co-founder of Rasky Baerlein Strategic Communications , which touts its ability to "aggressively fight to protect the image and reputation of individuals and companies facing unwanted, and often unwarranted, public exposure." Raskey is a confidant of Joe Biden , friend of Sal DiMasi (or, at least, frequent contributor to), in general, a regular Massachusetts fixer. Oddly, the Globe refers to Rasky as a spokesman "who said he was representing Timilty." See, it turns out that making up an endorsement from a sitting governor and then forging his signature on it isn't just a memory lapse. It's a potential criminal offense . The statute mentions jail time. The Globe quotes Rasky expressing remorse on behalf of Timilty (who sent out another card that would imply endorsements by Tip O'Neill, Joe Moakley and Ed King, but they're not complaining) for the "terrible error," although: Rasky declined to say how it happened or to detail who sent out the 116-word letter and why.
