The information technology arm of the Defense Department—which spends $7 billion a year on IT—has cut data center Spending by 25 percent, its CIO says. In an interview with The Wall Street Journal , the CIO and director of strategic planning for the Defense Information Systems Agency —John Garing—says the agency has worked out deals with its vendors to rein in data center costs. Rather than buy the hardware and storage, we instead pay the vendor to retain ownership but put the devices in our data centers. We pay them for what we use and no more. It has cut down the time and cost of running a data center by about 25 percent. More importantly, if we need processing power we don't have to go through [a whole new bidding process]. We simply turn it on and turn it off again when we're done. We [also] save money because we've consolidated our data centers [to four today from 194 in the early 1990s]. We use technology in place of people, which saves money. Also, most of the problems we had in operations were human-induced—either acts of commission or omission, like missetting a router or firewall, or a patch that wasn't applied. By reducing the number of people that touch our equipment we reduced our exposure for human-induced errors. So reliability and security go up as well.
