Roy Welensky (1907–1991) was a White African politician and the second and final prime minister of the Federation of Rhodesia and Nyasaland . Born in Salisbury, Southern Rhodesia to parents of Jewish and Afrikaner ancestry, he moved to Northern Rhodesia , became involved with the trade unions, and entered the colonial legislative council in 1938. There, he campaigned for the amalgamation of Northern and Southern Rhodesia. Although unsuccessful, he succeeded in the formation of the Federation of Rhodesia and Nyasaland, a state within the British Empire that sought to retain disproportionate power for the white minority while moving in a progressive political direction, in contrast to apartheid South Africa . Becoming Prime Minister of the Federation in 1957, Welensky opposed British moves towards African majority rule, and used force to suppress politically motivated violence in the territories. After the advent of African rule in two of the Federation's three territories, it collapsed in 1963. Welensky retired to Salisbury, where he re-entered politics and attempted to stop Rhodesia from unilaterally Declaring itself independent . With the end of white rule in 1979, and the Independence of Rhodesia as Zimbabwe under Robert Mugabe in 1980, Welensky moved to England, where he died in 1991. This is how some wars begin: not with a bang but with a whimper. Earlier this year, as Kosovars went mad with joy after Declaring their Independence from Serbia, another no-man's land called South Ossetia appealed to the world to recognize its autonomy as well. But nobody seemed to be listening. The West was too smug to bother, relishing every bit of its triumph over the old enemy, Russia, which had naturally supported the Serbians. In March 2008, as South Ossetia's cry for help went unheeded, its next-door neighbour, Georgia, locked in a bitter quarrel with Russia for supremacy over this region, made a bid to join the Nato. This move, keenly supported by the United States of America, prompted Russia to back South Ossetia's demand for self-determination. As the latter refused a power-sharing deal with Georgia last April, the crisis escalated irreparably, assuming its deadliest form in the war that had broken out between Georgian and separatist South Ossetian forces, with Russian troops rallying behind the latter, though now halting action. It is uncertain who threw the first stone; but the origin of this war goes back two centuries, to the time when Georgia and South Ossetia were annexed to the Russian empire. ...

David Emerson, Minister of Foreign Affairs, issued a statement yesterday on the situation in Georgia: “Canada is gravely concerned about Russia’s recognition of the Independence of South Ossetia and Abkhazia. The People's Assembly of Abkhazia passed a resolution in 2006 calling upon Russia to recognize Abkhaz as an independent state after Declaring its Independence in 1992. No nation has a permanent claim on its citizens, not even for geopolitical expediency.
