Remember that mandatory game ratings bill that was passed by the New York Senate last month? Just yesterday, New York Governor David Paterson signed the video game bill into law, creating an interesting precedent for videogame legislation. The videogame bill in question is described thus by the office of the Governor A.11717 / S.6401-A (the videogame bill) establishes an advisory council to conduct a study on the connection between interactive media and real-life violence in minors exposed to such media. This bill will also require new video game consoles to have parental lockout features by 2010, and mandate that games sold at retail disclose the ratings obtained from the gaming industry's voluntary rating system. GamePolitics' coverage (external link) of the legislation also has a comment from Richard Taylor, Senior Vice President of Communications and Research for the Entertainment Software Association ( ESA ): The state has ignored legal precedent, common sense and the wishes of many New Yorkers in enacting this unnecessary bill. This government intrusion will cost taxpayers money and impose unconstitutional mandates for activities and technologies that are already voluntarily in place. It also unfairly singles out the videogame industry over all other forms of media. One wonders where this overreach by government in New York will end. What's that in the air? Is it "nostalgia" for the bad old days? The New York Post reports that we're headed for the "worst [budget] cri$is since 1970s." You know it's bad because the paper could only afford one dollar-sign "S" for the front page. The "Exclusive" news the Post has is that Gov. Paterson will address the state sometime this week about the upcoming budget crunch, perhaps as early as tomorrow night. The drastic measures the state may take include layoffs for state workers, even more cuts in state services and curbing state spending beyond the 3.3% cuts ordered in spring. Today Paterson is meeting with economist Joseph Stiglitz, who once helmed the World Bank. Stiglitz has said that the current world financial climate is the worst since the Great Depression. This depressing news is enough for the Post to launch into a full-on walk down memory lane. The headline for the story on page 7 is a puntastic "THAT '70S WOE IN RERUN," and the accompanying photos include one of Paterson and another of a 1975 Post front page about that decade's fiscal crisis. The images of financial ruin don't end there, though. On page 21 is the story, "A TOUCH OF CRASH," which looks at how current fashion is a throwback to the Great Depression era : newsboy caps, loose-fitting pants and pinstriped vests. David Paterson is making a big deal out of the budget crisis not because the New York is in dire straights, but because he's “coming out” as governor, says Democratic Assemblyman Rory Lancman “There’s no crisis right now," he told me in an interview this afternoon. "There’s a $600 million shortfall that the governor, through some modest, unilateral actions, has already resolved. This whole exercise is about David Paterson becoming governor. The state’s dire financial situation will be laid out to New Yorkers in a no-frills, straight-to-the-point 5 minute speech by Governor David Paterson late this afternoon. With a large deficit, Governor Paterson has hinted that layoffs for state workers could be a possibility. That hint grabbed the attention of at least one north country lawmaker; Assemblywoman Dede Scozzafava. Scozzafava says that the North Country relies heavily on the public sector and on those dollars coming out of albany to run correctional facilities and state-run agencies. There are no indications cuts are coming in these fields, although the assemblywoman says she’ll be listening to Paterson’s speech closely and will then follow up with governor’s budget office to find out exactly where cuts and layoffs might be proposed. Governor Paterson’s speech is scheduled for 5:10 p.m. today. Novelists Zora Neale Hurston and Isabel Paterson had much in common including opposition to the New Deal and a shared belief individualism. Both also opposed the dropping of the atomic bomb. Few legislators in the United States have been as brave on education reform as New York Governor David Paterson. From his time representing Harlem in the New York State Senate to his current position as Governor, Paterson has marked his time in Albany as a bold leader working to revitalize New York's public education system. In 2003, Paterson, as a state senator, stood next to Mayor Michael Bloomberg to announce that charter schools would be allowed to share space with public schools. New York Daily News columnist Bill Hammond  wrote , "Gov. Paterson deserves high marks for his early and outspoken support for charter schools."
