From Niesha Lofing: Sacramento County coroner's officials have identified a homeless man who was killed in a south Sacramento field Sept. 24 as Vincent Segura Hernandez, 39. Hernandez's body was found in a homeless camp off 47th Avenue, across the street from the Campbell's soup factory and the light rail station. He had been shot several times in the upper body, police said. About 13 hours later, another man, David Butler, 39, was found dead in the same field. A homeless man has been arrested in connection to Hernandez's death. Oscar Martinez, 31, is being held on suspicion of murder in Sacramento County Main Jail, according to online jail information. He also is being held on suspicion of burglary, buying or receiving stolen property and impersonating another person causing liability. The three felonies stem from an arrest earlier this week. Martinez also is being held on a warrant for corporal injury of a spouse or cohabitant. The U.S. Border Patrol also has a hold issued on Martinez, the sheriff's Web site states. Police believe Martinez knew Hernandez and the shooting was the result of an ongoing dispute. Police are still investigating the possibility that the two homicides are linked, police Sgt. Brian Bass took a no-hitter into the fifth inning against one of the best teams in baseball, and the Tampa Bay Rays still had no hits when Bass went in to ice his arm in the Orioles trainers room Bass retired the first two batters in the fifth and then walked the bases loaded before manager Dave Trembley came out and got him. I'm pretty sure Dave will say it wasn't a hard decision, since Bass had thrown 73 pitches and more than half of them (37) were not strikes. Of course, Randor Bierd came on and immediately gave up a two-run single. Such is life, especially in the Orioles bullpen right now. Rays prospect David Price also took no-hitter into the fifth, but just gave up back-to-back singles to Ramon Hernandez and Lou Montanez to load the bases with no one out. ... The planned renovation of Shawnee Public Schools’ track lacks the funds to move ahead at this time, and board of education members are looking to form a finance committee to hash out the details of going forward. Board members received a cost estimate update in September, and further discussed the issue this week. David Harp, the school district’s business manager, said the cost of the project was underestimated. Unexpected increases in construction costs have also become a factor, he said, as well as unexpected extras needed to complete the district’s new gymnasium and auditorium and early childhood center. “We just didn’t anticipate the costs that were going to be involved,” Harp said. The district proposed a multi-million dollar bond issue in 2005 for the purpose of building a new early childhood center, a new gymnasium and auditorium and renovating the track at Jim Thorpe Stadium. The estimated cost of the track project was about $500,000. The bond proposal was accepted by voters, and the early childhood center’s doors opened to students at the beginning of the current academic year. The gymnasium and auditorium is nearing completion. Board member Jesse Hernandez said that about $800,000 will be needed for the project. Harp said the original $500,000 set aside for the project is still available, and about $100,000 can be added to that from the district’s building fund. It’s no secret that the Rockford public schools have numerous needs and challenges. But to take action on many of the district’s obstacles, Superintendent Linda Hernandez — with the aid of the Rockford School Board — is organizing a 28-point plan to make the task of tackling the district’s dilemmas less daunting. During the board’s final September meeting, Hernandez laid out the plan’s first installment: a reform of all high school standards and leadership. This plan is for “achievement and performance improvement,” board member Bob Evans said. “These are very ambitious goals, but I think it’d be inexcusable to do anything less.” The plan calls for accountability from current administrators, principals and teachers at various levels. As a result, the district also could see the creation of a leadership team in each high school. “This is more of a developing action plan that realigns district resources,” board member David Kelley said. This project would ask for further analysis of achievement data, dialogue between administrators and parents over assets and obstacles, and the development of a progressive improvement plan. Over the summer, the Rockford Board of Education held a series of meetings to assess the district’s problems and to prioritize its solutions.
