Dallas Police are seeking information in the fatal shooting this week of a 30-year-old Duncanville man found near Kiest Park in central Oak Cliff. Kevin Woods was found in the 1500 block of West Pentagon Parkway shortly before 11 p.m. Wednesday. Whoever killed Mr. Woods apparently took his car. Investigators found the tan 2008 Dodge Charger parked with its hazard lights blinking at a car wash in the 100 block of North Marsalis Avenue. Reports of gunfire inside a vacant building this morning brought Dallas Police to the 1600 block of Gano Street, just south of downtown, reports staff writer Richard Abshire. Inside they found a man who said he was doing target practice and had permission to be in the building. It seems less likely that he had permission to fire a weapon inside city limits. Dallas Police this afternoon honored 17 men and women who were promoted to senior corporal or sergeant rank as of Wednesday. Senior corporals train new officers and serve as detectives. Sergeants typically supervise officers and senior corporals. "It's a big step for a lot of younger officers," said Dallas Police spokesman Senior Cpl. Kevin Janse. "Now the responsibility grows bigger because they're going to be the detectives that follow up on investigation and the officers that train new officers." At 10:32 a.m., a notice went out to Police officials that the computer systems for the Dallas Police Department and Dallas Fire-Rescue had shut down. Both departments have gone to dispatching manually. "They are working on the system now and further notifications will be made when the system comes back up,'' the email said. I talked to Police officials in dispatch and they say they don't believe that it's connected to the troubles the department has had related to computer-aided dispatch system installed last summer . On the other hand, Police officials said they don't know what's causing the problem either, but they are still able to communicate with officers in the field via radio. Assistant Chief Floyd Simpson handed down a 10-day suspension on Thursday to Dallas Police officer Joshua Forner, who initially lied about a traffic accident earlier this year. The accident occurred in February 2008 at an apartment complex in East Oak Cliff. The officer initially told an accident investigator that he wasn't in his car when it was hit by unknown motorist. The accident investigator saw the damage to the car and to a nearby pole, and didn't think the officer was telling the truth. Eventually, the officer admitted that he had accidentally hit the pole. Officer Forner told investigators that he didn't initially tell the truth because he feared that he would get in trouble.
