After a hostage situation turns into a huge bill for the city thanks to HARRY Callahan intervening in his usual way, Callahan gets sent to personnel affairs where he finds out that the mayor has decided women should get a bigger focus within the police force. As such he meets Kate Moore who wants to become detective and up until then hasn't even carried a gun, let alone work on the street. HARRY isn't happy with the situation but there's little he can do about it. When a terrorist organisation steals a load of weapons, including rockets, and starts using them to get a ransom from the city, HARRY is put back into action but as surprise punishment from his bosses his new partner is... A serial killer who calls himself Scorpio is blackmailing the city of San Francisco. If the mayor doesn't pay a $100.000 ransom, he'll continue killing innocent people. HARRY Callahan from the murder brigade is put on the case but when the trap he sets out for Scorpio fails, the ransom is raised to $200.000 and if he doesn't receive the money in time, a young girl will die. Callahan gets ordered to deliver the money and follow Scorpio's instructions, but HARRY thinks differently. Instead, he goes out with backup of his partner and brings along a knife. Thanks to this, he manages to escape certain death and manages to capture Scorpio little later. A man is found brutally murdered near the Golden Gate bridge, having been shot first in the balls and then in the head. When another man gets found dead with similar injuries in a small town outside San Francisco, HARRY Callahan's superiors see this as the perfect way to get rid of him for a while. DIRTY HARRY goes out to investigate but when he arrives in the town the welcome he gets is all but friendly. After a big crime lord gets sent to prison thanks to HARRY Callahan's work, HARRY becomes a means for the police department to have some good PR and they make sure he's aware of that. Not that HARRY is interested in the press though. When he gets called to investigate the death of an actor on the set of a new horror movie he gets upset of the way the media is trying to capture the guy's crying girlfriend on tape and HARRY decides to stop it by throwing away the camera. Good PR indeed! The female reporter who's camera got trashed decides to press charges against and ask the city for compensation unless HARRY agrees to go to diner with her. HARRY isn't all too happy with the situation but agrees under pressure from his bosses and when at the restaurant she tells him that she wants an in-depth interview with him, his appetite is completely gone. Little later, she finds out that the director of the movie was playing a game called "The Dead Pool" where one makes a list of people who are thought to die pretty quickly. Then you fictively get rid of those people. When a bunch of criminals start ending up at the morgue, HARRY Callahan at first doesn't really care about what's going on. After all, due to his violent behaviour he's been taken off homicide cases. This changes, however, when a colleague of his gets killed in the process.
