Davenport, Iowa The emerging media narrative on the 2008 presidential campaign is simple, as media narratives always are. Republicans, egged on by the the McCain campaign, are angry. Maybe dangerous. With furrowed brows media big-shots are wondering allowed if John McCain should "tamp down" -- new cliche alert -- his supporters before they begin to physically harm their political foes. The new media narrative was born after McCain's town hall in Waukesha, Wisconsin, on Thursday, where several voters voiced the frustration and, yes, anger in questions to McCain. And several voters shouted their criticism of Obama, echoing McCain from the stage. And from that, we were told, Republicans are filled with "rage." Of course, there were 5,000 people at the event; maybe two or three dozen shouted criticism of Obama. The vast majority never shouted criticism. But in the last 36 hours, we've seen three examples of real anger on the left. And as the old media axiom has it, three makes a trend. This morning at a McCain rally here, a bearded young man in the crowd responded to a McCain Critique of Barack Obama by shouting: "You're a liar John!" He then hoisted a young woman with an antiwar poster onto his shoulders and began yelling antiwar gibberish as McCain tried to continue his speech. With the final ratification of the Security and Prosperity Partnership (SPP) occurring at some point in 2010 at a yet to be named elitist stronghold somewhere in Canada, the three countries of North America will, for all intensive purposes, be merged into a union with a corporate oligarchy at the helm of power. This union will have been achieved through the co-operation of successive liberal and conservative governments in Canada, the bush administration (and all possible successors) in America, and the leadership of Fox and Calderon in Mexico. The most immediate Critique of the SPP is that backroom deals between neoliberal actors and neo-con parties have never led to the SPP being discussed openly on the floors of the legislative assemblies of any North American country. As few as 0.00000014% of the population (that is around 60 people of an estimated 440,000,000 total population) are negotiating and securing agreements which will affect every aspect of our lives. There are those who are naïve enough to conclude that because there have been no attacks on U.S. soil in seven years, that we can safely lower our guard. There are still others who believe that the prosecution of the Global War on Terrorism can depend upon conventional methods. Even Secretary of Defense Gates has commented that there are limits to the effectiveness of military force and advanced technology. “Be modest about what military force can accomplish and what technology can accomplish,” Gates said. He urged his audience to have an “appreciation of limits” of military power, arguing that although the U.S. has achieved huge advances in targeting and intelligence that have made attacks more precise, warfare is “inevitably tragic, inefficient and uncertain.” The comments amounted to a Critique of a military theory called “effects-based operations,” which argues in part that the government can carefully craft military interventions to have a predictable effect. With all due respect to Secretary Gates, our very devious, determined and asymmetric enemies in this ever-evolving war will not be constrained by rules of engagement or by limitations on defense budgets. At the same time, he observed, and in my opinion, is correct in saying that the types of war, “regular and asymmetric” are blurring.
