Among other things, the suit claims the Blues breached the terms of a purchase agreement that enabled them to acquire the Accident Fund, which is a for-profit insurer. Cox says consumers in Michigan already have enough to deal with when it comes to gas prices, home foreclosures, and the highest unemployment rate in the country, and they shouldn't "have to pay higher health care premiums so Blue Cross can go on a spending spree and grab up for-profit insurance companies." Accident Fund Insurance Company of America�s plans for a new headquarters were overshadowed today by a lawsuit tied to its earlier purchase of a California company. And a spokesman for its parent company hinted the lawsuit by Attorney General Mike Cox could threaten the $180 million project. Lansing-based Accident Fund formally unveiled the first public images of its proposed corporate headquarters in the riverfront Ottawa Power Station. But the downtown Lansing event on a sunny day was clouded by Cox�s announcement earlier that will file a lawsuit against Detroit insurer Blue Cross and Blue Shield of Michigan. Cox is suing the Blues, contending it violated state law by giving $125 million last year to workers compensation insurer Accident Fund, a for-profit subsidiary, to buy a California insurance company. The money should have been used by the nonprofit company, established by state law as Michigan�s insurer of last resort, to lower health insurance costs for consumers, Cox said. He said the transaction and other spending shows Blue Cross �is losing its way. We�re trying to keep it on its way.� Blue Cross spokesman Andy Hetzel said Cox�s action �casts a cloud of uncertainty over the future of this development.� The Ingham Circuit Court lawsuit asks Blue Cross and Accident Fund to sell CWI Holdings Inc. and two other for-profit companies Accident Fund has purchased since 2005.
