Five men have been arrested in relation to recent Copper Wire thefts around the island.  Guam Police Department spokesman Officer Allan Guzman says 38-year-old Miguel Castro and 33-year-old Steven Uncangco were booked and confined on Saturday night.   Each faces several charges including theft of property, guilt established by complicity and criminal mischief. Agat Precinct officers discovered the pair early Saturday morning along Route 17, allegedly stealing Copper Wire from power poles.  Further investigation led members of the agency's Criminal Investigation Section's Property Crimes Unit to execute two search warrants - one at a Mangilao residence and another at Pyramid Recycling in the Harmon Industrial Park yesterday afternoon.  Officer Guzman says both evidence and Copper wires were recovered at each location. Three employees of the recycling center were also arrested in this case: Zheng Luo, 51; Georgy Katau, 21; and Seiko Penikinos, 27, all of whom have been charged with theft by receiving and crimes against the community. Remember all those recent Copper Wire thefts?  There's a possibility that it may be an inside job. Now it appears that at least one employee from the Guam Power Authority may be involved. The investigation into the recent rash of Copper Wire thefts has lead investigators to the Guam Power Authority. According to that agency's communications director Art Perez, Criminal Investigation Division agents came armed with a search warrant this morning. Apparently the agents were sifting through the agency's payroll and procurement papers.  "This morning...there was a search warrant issued by the Guam Police Department to the Guam Power Authority," he said.  "They focused their document gathering within our Payroll and Procurement departments." Perez confirms the investigation is connected to the recent Copper Wire thefts, adding that the agency is cooperating.  When asked if there was any possibility that GPA employees are involved, he replied, "I don't know, I don't even want to speculate again.  We'll support wherever the investigation will head." A Guam Power Authority lineman has been arrested in connection to the Guam Police Department's ongoing investigation into the recent rash of Copper Wire thefts. After several hours of questioning by agents with GPD's Criminal Investigation's Property Crimes Unit, Raymond Manibusan Cruz, 35, was arrested at around 5:30 this evening. Cruz was arrested on charges of theft of property, official misconduct, and crimes against the community. He was booked and confined.
