Filed under: 2008 House Here's something you don't see every day, if ever. Scandal-plagued New York congressman Vito Fossella of Staten Island is stepping aside. The Republican running to replace him is a retired Wall Street exec and longtime GOP fundraiser named Francis H. Powers. And one of two Libertarian candidates gunning for the Seat is Mr. Powers' son, Francis M. Powers! The elder Mr. Powers, the Republican, is saying little about the possibility of running against his son. The younger Mr. Powers, the Libertarian, is far more outspoken. "I'm not running against my father, I'm running against the Republican and Democratic candidates and any other candidate that comes down the pike," said the younger Mr. Powers, 47, who is known as Fran. "This is not a personal thing regarding my father," said Fran Powers, a carpenter who also plays mandolin, guitar and keyboards with the band he leads, Box of Crayons. "This is a way for me to forward and highlight the Libertarian Party platform. I'm for a strong defense and noninvasive foreign policy as well as personal freedoms. You know, the Libertarian line." It's been a rough spring for the GOP. Now, it appears another safe Republican Congressional Seat may be up for grabs this November. Republican incumbent Rep. John T. Doolittle has decided not to run again in CaliforniaâÂÂs 4th Congressional District, which stretches from the Sacramento suburbs to the Oregon border, because of a long running FBI investigation into his ties with disgraced Republican lobbyist Jack Abramoff. Doolittle has served 10 terms, and the district is one of the most conservative in the state -- even more so than the famous California Republican stronghold of Orange County, according to one political expert. The race to replace Doolittle has already gotten wild. Neither of the two Republicans vying to replace the congressman -- State Senator Tom McClintock and former Sacramento Congressman Doug Ose -- yet live in the 4th District. In fact, McClintock represents a State Senate district in southern California. McClintock and OseâÂÂs primary battle has grown so nasty that the Los Angeles Times wrote that it has a âÂÂhint of fratricide.â McClintock has accused Ose of being a "Washington, D.C. liberal," while Ose has fired back that McClintock is a carpetbagger. Republicans' woes are compounded by the fact that they will likely face a former Republican turned Democrat in the general election this fall. Two Democrats are interested in breaking the 16-year stronghold that Republican Congressman John M. McHugh has on the state’s 23rd U.S. Congressional District Seat. If they receive at least 1,250 petition signatures by July 10, the Democrats will face off in a Sept. 9 primary, and the winner will advance to the general election against McHugh in November. Meet the challengers: * Mike Oot, 58, of Stockbridge, has been an attorney for 32 years out of the Oot and Stratton law firm, which has offices in East Syracuse and Sherrill. * Danny M. Francis, 66, of Watertown, retired as a civilian Army recruiter in 2006 and as a Marine Corps officer in 1979. McHugh, 59, of the hamlet of Pierrepont Manor in southern Jefferson County, hasn’t formally announced he will run for re-election but fully intends to, he said. A member of the U.S. House of Representatives since 1993 and previously a four-term state senator, McHugh said his history of fighting for the 23rd District separates him from the Democrats. “As you look at the experience and the record of action, these kinds of things speak for themselves,” he said.
