If a road is constantly clogged with traffic, it must be too small. Build more roads and you'll have less traffic, right? Not necessarily. In a study that at first glance doesn't seem to make much sense, three scientists have discovered that drivers choosing between multiple routes to reach their destination most quickly can actually end up slowing everyone down. Limiting their options by closing off certain streets could actually reduce Congestion. The study, titled The Price of Anarchy in Transportation Networks: Efficiency and Optimality Control challenges the idea that more roadway always equals less Congestion, and argues that giving drivers fewer choices forces them to work in a coordinated way with other drivers, reducing "selfish" behavior that makes traffic worse.  It's pretty heavy reading, but the study's central argument is built on something called Braess' Paradox , which says that adding capacity to a network where everyone in that network seeks the most efficient route can reduce the network's overall efficiency. If every driver takes the road they think will get them somewhere the fastest, then that route gets bogged down.   Here's an example, as provided by the authors of the study. Say you have two options for reaching destination X. One of them is a narrow bridge, the other a longer but wider highway. Officials in the San Diego area are praising legislation designed to ease Congestion at the Otay Mesa border crossing. Gov. Canadian National Railway has upped the amount of money it will contribute to help communities deal with the increased rail traffic that would come with its proposed purchase of the Elgin, Joliet & Eastern Railway, but it still is less than half of the amount called for by a regional planning group. After initially offering $40 million, CN said Wednesday it will pay as much as $60 million to help fight traffic delays and other problems that would result from its plan to shift more trains to the rail line that runs in an arc from Waukegan to Joliet to northwest Indiana. That represents 20 percent of the $300 million CN would pay for the EJ&E if the purchase is approved by the federal Surface Transportation Board. E. Hunter Harrison, the railway’s president and chief executive officer, called the $60 million “an unprecedented proportion for any railroad control transaction,” in a statement released Wednesday. “Clearly, CN is stepping up to the plate to mitigate significant environmental issues in this case,” Harrison said. But in a letter filed with the Surface Transpiration Board before Tuesday’s deadline for public comment on the transaction, the Chicago Metropolitan Agency for Planning called for CN to contribute $150 million. CN declined to comment on the agency’s request. The Village of Windsor Place board members met Tuesday evening for the regular monthly meeting with several residents of the village in attendance voicing their concerns over ongoing issues of uncollected trash and traffic Congestion. Letters were sent out last month by the board to property owners who are not in compliance with village regulations regarding trash. So far, they have yielded no results. Board members at the meeting agreed to a stronger approach by having their attorney send letters to the offenders in hopes of resolving the matter. As most of the offenses may be occurring on rental properties, board member Tom Losing suggested that owners of rental property should pay for trash collection and include the fee in their monthly rent. The issue of congested streets was discussed but without a resolution. Designated parking zones on one side of the street only and restricting parking for a specific distance from corners were some of the suggestions considered. On Monday, the village received two new stop signs to replace old signs that no longer displayed reflective value. The Village of Windsor Place holds regular monthly meetings at the Riverside Christian Church on the first Tuesday of each month and residents are invited to attend.
