A behind-the-scenes, political tug of war over the site of the 675-employee semiconductor chip plant went unsettled despite IBM's announcement Tuesday with state leaders about a $1.6 billion deal to expand in upstate.The site of the proposed plant, where well-paid high-tech workers will work on IBM Chips, is being debated. A fight over the site could spill into next spring, state officials said Tuesday. The officials, who spoke on the condition of anonymity because negotiations remain open, said differing legislative leaders preferred opposite sides of the Hudson River in the Capital Region. Bruno, R-Brunswick, pressed hardest in the bargaining sessions as he advocated for his district. He insisted that the East Campus of the University at Albany in East Greenbush be chosen for the so-called packaging center for semiconductor Chips. Assembly Speaker Sheldon Silver was less focused on a site but was concerned about financing. He has been a major advocate, however, for the West Campus of the university, where the nanotechnology research and development complex includes operations of IBM and other major Computer companies, a state official and an official close to Bruno said. Intel on Monday rolled out Centrino 2, its next-generation laptop Chips. Centrino 2 laptops are faster than their predecessors. But their biggest benefits are other features, such as better graphics and battery life. Advanced Micro Devices, Intel's chief rival, released a similar set of laptop Chips last month. Graphics-chip maker Nvidia, best known for desktop components, also rolled out a laptop line. "It's a big shift," says AMD Vice President Patrick Moorhead. The number of laptops sold will outpace desktops by 2009, Intel CEO Paul Otellini predicts. (Laptop revenue already exceeds desktops, because laptops are usually more expensive.) That's prompting chipmakers to put new emphasis on the problems that arise in small, portable computers. They include: *Battery life. The best laptop in the world isn't worth much when its battery dies. Intel's new chip line features an ultra-low-power processor and other energy-saving tools. AMD's Chips can detect whether a Computer is plugged in and adjust power levels accordingly. (Other features also help.) *Graphics. A group of researchers led by Hongjie Dai, Professor of Chemistry at Stanford University, have developed a new technique for making transistors out of carbon nanoribbons. The new "field-effect transistors" are a critical component of Computer Chips and are made with graphene that operates at room temperature. Previous graphene transistors, fitted with wider nanoribbons or thinner films, required much lower temperatures, which called for constant cooling.
