Utilizing input from the community, Clinton Community Schools officials put together a budget for the 2009-10 school year that will include the elimination of almost $500,000 in expenditures and the use of a significant portion of the district’s fund equity. The Clinton Board of Education on Monday approved cutting $488,475 in expenditures for the coming school year, including laying off two teachers and a middle school counselor and not buying a new bus. Superintendent David Pray said it was not easy, but was done to give the community an opportunity to help shape the educational offerings in the district. “We involved the staff and the community in the budget process,” Pray said. “We had a roundtable discussion and a prioritization meeting and these cuts are being instituted or are in the process of being instituted.” The budget, which has expenditures of $9,240,018.89 and revenue of $8,863,029.08, is based on state per-pupil funding of $7,216 and enrollment of 1,108. That is 45 fewer students than Clinton had at the end of the 2008-09 school year. “Expenditures are about $375,000 over revenue for 2009-10,” Pray said. The difference will be made up from the district’s savings, commonly referred to by school personnel as the district’s “fund equity.” Pray voluntarily froze his pay, while also returning 5 percent of it, or $5,328.
