Filed under: US Elections , Politics , USC The genius behind John McCain's pick of Sarah Palin is that he's just made the biggest and smartest Strategy shift of any campaign in the last 18 months. Realizing that a campaign on experience alone could not win (it certainly didn't work for Hillary), McCain smartly changed the focus to what that experience looks like: regular rhetoric versus a record of reform. Cynics in the Obama camp will try to say Palin's only qualification is her gender, but Palin's time in office shows that she's a reformer just like McCain. By choosing the Alaska governor, McCain has made this critical character trait the cornerstone of his candidacy, and neither Obama nor Biden has the ability to compete on this. One of McCain's best and most underplayed attributes this campaign season has been his willingness to depart from party orthodoxy on the basis of principle. He's bucked Bush on torture, led the mob against Jack Abramoff, worked with Ted Kennedy on immigration, co-authored campaign finance reform with Russ Feingold, and advocated action against Climate change in a party which pretends the environment is inconsequential. In a party which can spend as flagrantly and wastefully as the Democrats, McCain has challenged earmarks , investigated dubious pricetags , and promoted greater fiscal responsibility. With energy (and specifically gas prices) playing such a big role in the presidential campaign, it's not surprising that a good chunk of the recently unveiled Republican Party platform is devoted to energy policy. And while most of the platform's directives are, as usual, a pu-pu platter of dripping red meat served up for the party's conservative base, there are signs that the threat of manmade Climate change is starting to resonate even in the red states. It's tempting to mock the GOP conception of going green. The platform is loaded with such howlers as,  "In the long run, American production should move to zero-emission sources, and our nation's fossil fuel resources are the bridge to that emissions-free future;" or, "No Strategy for reducing energy costs will be viable without a commitment to continued coal production and utilization;" or, my personal favorite, this masterpiece of obfuscation, "In caring for the land and water, private ownership has been the best guarantee of conscientious stewardship." But that's all pretty old hat. What should warm the hearts of environmentalists is that the GOP, whose congressional representatives have stridently fought against improved vehicle efficiency standards for the last two decades, now backs new technologies like lightweight composites that could dramatically improve mileage. An intriguing flip side to Republican vice presidential nominee Sarah Palin's well documented stance favoring greatly expanded drilling for oil is Alaska's vulnerability to global warming. Average temperatures in Alaska have risen 3.6 degrees Fahrenheit in the last 50 years -- a rate considerably faster than experienced in the world as a whole. Glaciers are in retreat, wetlands are drying out, and some coastal villages are in serious danger of washing away, as the sea ice that once protected them against the full onslaught of winter ocean fury melts away. I was unable to find any on-the-record comment by Gov. Palin on the lawsuit filed by the seaside village of Kivalina against against eight energy companies, including Exxon-Mobil, alleging that the corporations had engaged in a "conspiracy" to "mislead the public about the science of global warming." But apparently, being the governor of Alaska means that one must recognize that yes, the ice is melting, and something must be done. Last September, Palin signed an executive order establishing a "Climate change subcabinet" to prepare a Climate change "Strategy" for Alaska. One of the first jobs of the subcabinet -- figuring out a priority list for state aid. Kivalina is on the list. Pro-drilling, and yet willing to acknowledge that Climate change is real -- again, a perfect match for John McCain. ...

THE capital's green spaces are to grow in a bid to stifle Climate change. Mayor of London Boris Johnson announced plans to protect parks and roof gardens in the capital, which he claims will help absorb rainwater and reduce the risk of flooding. Mr Johnson was in Docklands on Friday, August 29, to launch London's Climate Change Adaptation Strategy at the Thames Barrier in Woolwich, the capital's major defence against rising water levels. Mr Johnson said: "A total of 1.25million Londoners are potentially at risk of flooding. "We're going to take specific measures which will allow us to meet the demands of big science, but also improve the quality of the urban landscape. "By planting more trees and protecting parks and roof gardens we're going to be making London more absorbent to rainfall. "We're going to be doing lots of things to make London better and make the consequences of Climate change less baleful." The new Strategy aims to raise public awareness of flood risk, which threatens 15 per cent of London. It promotes the introduction of compulsory water metering in all developments, with a billing system that provides incentives for efficient water use. The reduction of leaks from water mains around London has also been singled out as a priority. In a surprise move this morning, John McCain chose Alaska Gov. Sarah Palin as his running mate. Palin, a conservative Republican, was the ethics commissioner of the Alaska Gas and Oil Conservation Commission from 2003 to 2004 and has a reputation for integrity and fighting corruption. She has pushed to open the Arctic National Wildlife Refuge to drilling and to build a natural-gas pipeline from Alaska's North Slope, and earlier this year she sued the Interior Department over its decision to list the polar bear as a threatened species. Palin recently proposed eliminating Alaska's gas tax and got the state legislature to pass a bill to provide each Alaskan $1,200 to help with energy bills. She also recently opposed a statewide ballot initiative to prohibit or restrict new mining operations that could affect salmon in the state's streams and rivers, even though she's an avid angler and hunter herself. She has created a committee to forge Alaska's Climate-change Strategy, and has made Alaska an observer (but not a member) of the Western Climate Initiative . But that doesn't mean she has any sort of beef with Big Oil (in fact, her husband is an oil production operator for BP on Alaska's North Slope). London Mayor Boris Johnson unveiled a draft plan Friday to help the city mitigate and adapt to Climate change. Johnson put special attention to water conservation, calling for mandatory metering, increased efficiency, improved drainage, and rainwater harvesting. He also envisions more trees and green space. Environmentalists said the adaptation Strategy was a good step, but said measures to cut carbon emissions were missing from the equation. "It is essential that the capital prepares for the impacts of Climate change," says one Friends of the Earth campaigner. "But Boris Johnson is also committed to cutting London's carbon dioxide emissions by 60 percent by 2025 in order to prevent dangerous Climate change, and has so far failed to explain how he will achieve this."
