By Allison Hanes, National Post Joe Pennachetti, Mayor David Miller’s preferred candidate, was named Toronto’s top Civil Servant yesterday amid complaints that the appointment was handled in a heavy-handed way and concern that the selection of high-ranking bureaucrats has been politicized. Mr. Pennachetti — who has more than 30 years of municipal public service under his belt and who helped Toronto weather last year’s fiscal crisis — was overwhelmingly endorsed as city manager by a council vote of 39-3. But this was only after a motion by Councillor Michael Walker (St. Paul’s), calling for the city to recruit prospects from outside for the position, failed by a margin of 14-24. While no one questioned Mr. Pennachetti’s qualifications for the top job, several councillors charged that by presenting his candidacy as a done deal, the Mayor has assumed the power to hire and fire the city manager. Mr. Miller recommended Mr. Pennachetti for the job at the same news conference held to announce that then-city manager Shirley Hoy was leaving to pursue other opportunities. Mr. Walker said Mr. Pennachetti, currently Toronto’s deputy city manager and chief financial officer, may well be the best candidate for the job. But without undertaking a wider search for Ms. Hoy’s replacement, council and the public will never know that for sure. “We sell ourselves short,” he said, adding it also does Mr. Pennachetti a disservice.
