If you walked through Union Academy last week, you saw work in progress. Teachers were hanging posters and arranging books in classrooms. A few parents were at the reception desk gathering information for their children. Young athletes were getting ready for junior varsity football. Though it's only July, there was a buzz in the air. Monday is open house; Tuesday, classes start at Union County's only Charter School, which this year will have its first high School graduating class. “This (senior) class and the next will be 40 to 50 students, then we'll be up to what we want, about 80 students per grade level,” Principal Ken Templeton said. About 1,000 students attend Union Academy, which is spread across two Monroe campuses and claims a cardinal as its mascot. It has been a methodical progression. First came grades kindergarten to fourth grade when the School opened in 2000. A new grade was added each year. Templeton has been at the helm from the start. “I've worked 40 years and on three continents. This is the most rewarding thing I've done,” he said. Union Academy is accredited by the Southern Association of Colleges and Schools. It's not part of Union County Public Schools. It has its own School board. However, the School does receive state funding based on student population up to 1,000. Students are chosen through a lottery.   A group of Cape Ann residents are taking the first concrete step in the establishment of a Charter School today, as they submit a prospectus to the state Department of Elementary and Secondary Education. The proposed Gloucester Community Arts Charter School, for students in kindergarten through eighth grade, would “integrate the arts in all academic classes and draw on the unique cultural and maritime resources of Cape Ann,” according to the prospectus. If the Department of Elementary and Secondary Education approves the prospectus, the group will be asked to submit a formal application by Nov. 14. During the review process, the state Department of Elementary of Secondary Education would hold a public hearing in the community, and review comments from the Gloucester School Committee and superintendent. New charters are granted by the Department of Elementary and Secondary Education in February, so if approved, the Gloucester Community Arts Charter School could be up and running for the 2009-10 School year. “I have seen the excitement that kids have through the arts, and I think it’s a very strong medium for teaching,” said Amy Ballin, a public School activist and member of the founding group. “The time is right to sort of be creative and come up with lots of new options, and this is one very exciting one.” The School will have multi-age classrooms through all of the grades, but the School may not open as a kindergarten through ...
