Here it is, folks, at long last: Industry Canada Minister Jim Prentice is about to introduce his Canadian version of America's disastrous Digital Millennium Copyright Act tomorrow. In so doing, he is violating his own party's promise to seek public consultation on all treaty accession bills, he's ignoring the cries of rightsholders, industry, educators, artists, librarians, citizens' rights groups, legal scholars and pretty much everyone with a stake in this, except the US Trade Representative and the US Ambassador, who, apparently, have had ample opportunity to chat with the Minister and give him his marching orders. Three months after Peter Clarke announced his intention to pursue other career opportunities, the local arm of UBS Global Asset Management has named a replacement. And the firm, which oversees the management of about $23-billion of pension fund and mutual fund assets, has found Clarke's replacement from outside the company. Effective July 14, Marcel Larochelle joins the firm as head of its Canadian business. Prior to this the Montreal-based Larochelle was with Mercer Investments, Towers Perrin and Buck Consultants. He has split his time between North America (Boston, Montreal and Toronto) and Europe (Paris.) At his new employer, the 45-year-old Larochelle will have a mandate to develop and expand UBS Global Asset Management's institutional, wholesale and consultant relationships. He will be based in the firm's Toronto office. Larochelle, who comes with a CFA, is the fourth person in this position is the past decade. Aside from Clarke, the firm's business has been run by Michael Wilson (the current Ambassador to the U.S.) and Victor Dodig (now with CIBC Asset Management.) UBS, a global organization with $781-billion of assets under management, wasn't that well known in Canada as an institutional money manager until it bought RT Capital Management from the Royal Bank of Canada in June, 2001. The Democratic National Committee today filed a Freedom of Information Act request with the U.S. Department of State seeking information about possible violations of the Hatch Act in connection to John McCain's events in Ottawa today. The FOIA request follows reports that McCain campaign officials requested assistance in arranging a $100-a-plate luncheon speech from U.S. Ambassador David Wilkins. According to reports, Senator Lindsey Graham, a McCain campaign co-chair, asked Ambassador Wilkins "for advice about logistics, venues and cities" for the event. Ambassador Wilkins also reportedly contacted a Canadian business leader to help sell tickets to the event. McCain's appearance is a campaign event being paid for by his campaign. The Hatch Act forbids U.S. Ambassadors from engaging in any partisan activity whatsoever on foreign soil. The DNC today called on the State Department to turn over all records related to Senator McCain's visit. Today's report follows news this week that Senator McCain has refused to reimburse a private company for the use of its corporate jet. Senator McCain is also skirting the law by unilaterally withdrawing from the primary funds program after using the promise of taxpayer money to secure a loan and gain free ballot access. He is leading a contingent of Canadian agriculture interests, including 15 from B.C., on a trade junket to Beijing. "This is something we've been working on for awhile," Bell said Monday from the Vancouver airport while awaiting the group's departure. "Cattlemen, grain growers, wine industry, some of our food processors are going both with an interest to export food there, but also in procuring import food products back again -- some of which they can add value to once it gets here."The federal and provincial governments combined resources to make the trip possible.
