EIA Washington produces a ton of energy data that’s very current and detailed on global energy production. But what’s harder to come by is Non-OECD oil and oil product consumption . As the calendar turns to March, alot of the annual data starts to complete for the prior years, and I found my way deep into some EIA caverns tonight, and drew up the following chart: The chart shows total oil product use for Brazil, India, and California. Oil products are best measured in BTU–not barrels–as it strips out the vagaries of different products like Jet Fuel, Gasoline, Diesel, and Heating Oil. Also, BTU can be a better way to compare countries that import barrels, with states that generally import oil products. Here, I wanted to compare California with fast growing Brazil and India over a twenty year period. The trajectories are fairly unsurprising. Fuel efficiency standards have helped to keep California consumption relatively in check, in its path from 3.543 quadrillion BTU in 1988 to 2007’s 3.946 quadrillion BTU. With regards to Brazil and India, a friend chatting to me from China tonight remarked that Brazil’s consumption growth might have been somewhat restrained by its ethanol program. If that’s true, it’s intriguing to conjecture what Brazil’s demand would look like without ethanol’s roughly 17% contribution to total Brazilian liquid fuel use . Denver ABC recently heard back from David McKay of the Texas 2 , and confirmed that he’s now being held in Herlong, California. David was moved from Texas to California in order to participate in a 9-month drug program. There is a small chance that completion of the program will get him a reduction of his (4 year) sentence by as much as 12 months. If nothing else, he will be transferred (sometime around September or October 2010 we estimate) to a minimum security facility. Thus far David has been held in medium-security prisons. David writes that he has beef with the skinheads at the new prison because he’s participating in an integrated program (meaning inmates of ‘different races’ are cellmates) which is usually a big no-no in prisons. The threats of violence have not materialized yet. David hasn’t received many letters since the transfer from Beaumont Texas. A bitter split among backers of the controversial November ballot initiative to suspend California's 2006 first-in-the-nation global warming law broke into the open Wednesday. Ted Costa, chief executive of People's Advocate , a Sacramento-based anti-tax group that was an original sponsor of the measure, told the Los Angeles Times that "big money interests have come in and shut out the people." Costa, whose populist group has sponsored conservative ballot propositions for more than two decades, had drafted the initiative along with Assemblyman Dan Logue (R-Marysville), Rep. Tom McClintock (R-Granite Bay) and Sacramento attorney Thomas Hiltachk, but said he was shut out of the process after the group, calling itself the "California Jobs Initiative Committee" raised some $600,000 from two Texas-based oil companies. "I wanted to do a grassroots operation and involve a lot of people," Costa said. "But they believe they can run this thing out of the country club and to hell with the little people of California. If they have half a million dollars, how come they haven't reported it?" he asked. Under state law, financial disclosure forms are required to be filed with the California Secretary of State within 10 days of raising $50,000. However, although paid signature gatherers were deployed more than a week ago, financial forms for the initiative committee have yet to be filed. We were wandering around looking for old town Ensenada to recordable DVD, when the sights and smells of this unassuming store front were too enticing to pass by. Inside, there were gallon sized bags of maize and enormous bags of corn husks stacked around the walls. Rock like grinding bowls and two-part iron skillet presses were Piled in another corner. But the real story is the back 2/3rds of this large, two story building was filled by large ancient iron machines with oversized gears and cogs all turning and grinding and mixing to turn out that tortillas were toasted in an adobe oven. Overhead was a catwalk overlooking Mexican workers, like little brown elves dressed in white aprons who were pouring and mixing and pushing and catching the finished products as they came out of various orifice. It had all the noise and excitement of Willy Wonkas Chocolate Factory, but for tortillas! The store was busy. Tomorrow being Christmas Eve, the locals were buying massive amounts of corn dough used to make Christmas tamales. Tall stacks of tortillas and buckets of white cheese (wonderful cheese), spicy blackened mole and exotic candied fruit were being sold by the armful. We purchased a small bag of tortillas and a little cheese and an amazing candied orange tortilla before leaving this wonderland. We finally found a DVD at ...

As if California didn't have enough to worry about from north of the border. The state's neighbor to the south, Mexico, has launched a new program to entice filmmakers with incentives in a bid to snare some of the lucrative movie and TV production business. President Felipe Calderon unveiled the program Wednesday at a film studio in Rosarito, Baja, declaring that he wants Mexico to become "Latin America's movie capital," competing with countries like Canada, South Africa and Australia, according to the Associated Press. That may be a tall order, however. Mexico's incentive program is relatively minor compared to incentives offered in most U.S. states and Canada. The country would reimburse producers just 7.5% of their expenses on projects that cost at least $5.5 million. "It's nice they are giving something back, but I don't think it's going to have any impact on productions in the U.S.,'' said Jeff Begun of The Incentives Office, which helps filmmakers navigate incentive programs around the world.
