State Treasurer Timothy P. Cahill says he is on a mission to bring "sanity and conformity" to school building projects across the commonwealth. In the process he said he can save taxpayers money. Driven by skyrocketing building costs and controversial high school projects in Newton, Wellesley and Norwood, Cahill is promoting a program designed to give cities the schools he said they need at an affordable price. "We're taking something that's worked and is working and it is built at a reasonable price and I don't see why people wouldn't jump at it," Cahill said yesterday. "And I'm hoping they will. And I'm confident that they will in the end and they won't feel they were taken for a ride." In a meeting with GateHouse Media editors and reporters, Cahill discussed plans for a program in which communities can build a previously designed and constructed school rather than one from scratch. If the pilot program goes well, Cahill said he will use the method for middle schools and elementary schools. "If we can rein in costs to such a degree, what we're hoping to do is give schools more flexibility with the money they have to actually put in some of the unique characteristics that they want," he said. The Massachusetts School Building Authority, of which Cahill is the chairman, reimburses cities 40 percent to 80 percent of their building costs. Many municipalities could not afford to build their own schools without that outside aid, he said. ...

AL: Simply put, you're a guy that balances out a lot of way to keep people off the bases. High strikeout rates, keeping the ball on the ground, low walk rate -- what's your approach when you take the mound? TC: Usually it's about getting ground balls. Early contact and ground balls gets you later into games. I got a little obsessed with the strikeout when I was with [High-A] Stockton. I would start throwing to get them to swing and miss instead of getting them to roll over. That kind of prevented me from getting deep into games. AL: So would you rather pitch deep into the game -- eighth inning, complete game -- or strike 15, 16 guys out? TC: Well, right now with one inning [in the Futures Game], it's nice to strike out guys. But it helps the team out more if you go eight innings and give up no runs than it does if you go six innings, give up no runs, and get the strikeouts. Strikeouts don't matter for the win. link ...

MATERIALS AND METHODS: The authors performed a retrospective study of 100 consecutive computed tomographic (CT) studies from a predominantly pediatric population consisting of 52 male and 48 female patients aged 12-28 years (mean age, 16 years). With use of multiplanar and scout images, relevant mediastinal structures were marked, vertebral levels were noted, and measurements were made electronically. Catheter tip positions were recorded in the 26 children who had central catheters. RESULTS: A vertebral body unit was defined as the distance between the inferior endplate of one vertebra to the inferior endplate of the next, with the upper intervertebral disk included. The most reliable estimate of cavoatrial junction position is a point two vertebral body units below the carina; there was no association with patient age or other parameters. With the A's picking up all these new players and with maybe more to come I was wondering what will happen at rule 5 time. Are the A's going to lose two or three prospects that they just traded for? It is my understanding that players drafted out of College get 4 years before they must be protected and High School players get 5 year.  This might bring up an interesting point when thinking of which players will be called up in September. We might not see a Cahill, Anderson, Simmons or Doolittle this year, because that would save them from the 40 man list. I believe Pennington, Recker, Cunningham, Gio, Patterson and Outman might need to be added to the 40 man by this November. Not sure if I am doing the math right. There does seem to be a few guys that would easily come off the 40 man to make room (Foulke, Brown, DiNardo, Gray, Thomas). I was just wondering if anyone had done the numbers and figured out who must be added and who is likely lost.  If a Street is traded for three players, are they all keepers. And for that matter is next years list going to be worse? This may not be a big deal, but I bet Beane looks at these dates. Thanks           ...

During the next few years, the Massachusetts School Building Authority, an independent public authority created four years ago, will dole out close to $2 billion to build new schools. At the same time, the authority is considering uniform design concepts to ensure taxpayers’ money is spent efficiently and wisely. In a sit down with a number of editors and reporters of GateHouse Media’s New England division, state Treasurer Tim Cahill, chairman of the MSBA, talked about the state of school construction projects, financing, and a new “common design” concept the authority would like to institute for high school construction. If successful, the pilot program could trickle down to elementary and middle school construction. “That program has been driven by some of the challenges we’ve faced with some schools,” Cahill said. “We’re trying to bring in some sanity and some conformity and some sort of structure around price to get everybody what they need at a price we can all afford.” Right now, the model project is the Whitman-Hanson High School, built three years ago. The building is ‘green,’ boasting rooftop solar panels along with the standard high school features: Classrooms, a 1,000-seat theatre, a lecture hall, and walking track. Missing are what Cahill calls “community enhancements,” such as a swimming pool or an indoor track. The House moved quickly last week on Gov. Deval Patrick's request for authority to refinance some Mass. Turnpike debt to avoid a turn of events in the next few months that could force the Pike to come up with up to $200 million it doesn't have. But that progress came to a screeching halt when Treasurer Tim Cahill and some key senators objected to using the state's credit to back Pike bonds paying for the Big Dig. Patrick's initiative is welcome because the danger to tollpayers is real. Former Mass. Turnpike chief Matt Amorello negotiated complicated refinancing arrangements on Big Dig bonds in 2001 and 2002 that gambled on interest rates staying low. That hasn't panned out, and the financial difficulties of the firm that insured the bonds increases the likelihood the Pike will have to pay off the bonds soon, at a far higher rate than Pike officials had hoped for. The Big Dig, with all its benefits and baggage, is a state asset and responsibility for paying for it belongs to the state. Any outcome that again leaves the tollpayers holding the bag for more problems with the Big Dig is unacceptable. But some of the questions raised by Cahill and other critics deserve answers: Why did this proposal spring up so suddenly, with the session winding to a close? Why wasn't the risk spotted earlier? What is the danger to the state's bond rating, and how can it be minimized? Most important: Where are the reforms to address the Pike's twin deficits ...
