Charlotte-Mecklenburg Deputy Superintendent Maurice Green could find out tomorrow whether he’ll be tapped to lead Guilford County Schools. Green and Scotland County Superintendent Shirley Prince, the two finalists, hustled through a series of meetings with educators, community leaders and elected officials today, winding up with a public forum this evening. Charlotte-Mecklenburg Superintendent Peter Gorman said he planned to go to Greensboro to support his second-in-command. The Guilford County school board will meet in closed session to discuss personnel immediately afterward, but chairman Alan Duncan said he doesn’t expect to announce a decision today. The board has a regularly scheduled meeting on Thursday. Articles and comments on the (Greensboro) News-Record’s Web site (www.news-record.com) show some educators and citizens worry about Green’s lack of classroom experience. He was a lawyer for years before becoming Gorman’s deputy in 2006. Prince, a former teacher and 2007 N.C. Superintendent of the Year, has a traditional education background but no experience running a large urban district. Guilford County Schools has about 10 times as many students as Scotland County. ...

Charlotte-Mecklenburg Schools officials expressed concern Tuesday about black-white achievement gaps and a significant drop in the number of schools meeting progress standards under the federal No Child Left Behind Act. A preliminary count by the state found that 36 of 158 CMS schools tested met the standard, called “adequate yearly progress,” in 2007-08. A year earlier, 61 schools did. Superintendent Peter Gorman attributed the decline to ever-rising standards demanded by federal law, which aims to have all students proficient in math and reading by 2014. While some test scores are rising in CMS, “it's not going up at a fast enough rate,” Gorman told school board members. “The standards will get harder and harder.” To make adequate progress, schools must meet multiple pass-rate targets, including those for various racial groups, students with disabilities, low-income students, and students with limited English proficiency. The targets vary from school to school, depending on diversity levels. N.C. officials are raising their benchmarks every three years in hopes of gradually meeting the federal goal. The decline in the number of CMS schools making their targets coincides with higher standards taking hold this year. For instance, math targets this year in grades 3-8 rose from 65.8 percent of students scoring well to 77.2 percent. What was particularly exciting was the appearance on stage of David Clarke and Keith Aldis (chief executives of the BCS & itSMF, respectively), giving the welcome speech and talking of the need for these two groups to co-operate more closely in the interests of IT industry professionalism generally. After all, the new ITIL v3 focus is on "business outcomes"—and these depend on the traditional BCS "IT Group" membership and the Operations "service delivery" people in the itSMF working together in pursuit of the delivery of automated services to the business. Although there's plenty of overlap between the two organisations already and it is easy to meet people that belong to both. This is a sign of the times and the increasing need for professionalism in the IT industry. The BCS is apparently working on widening the scope of its traditional CITP (Chartered Information Technology Professional) qualification [I have one myself and am extremely proud of it—it is certainly not simply a "paper qualification"] so that, for example, the itSMF could issue them; as well as organisations overseas. We're No. 19! Charlotte must have greeted this week's news from the U.S. Census with joy. The city rose from the nation's 20th-largest city to 19th. (Allow me to mourn that it had to pass my hometown of Baltimore to do it. I guess killer crab cakes and a harbor view are no longer enough.) Modern Charlotte has been on a mission, to take its place among America's top cities, with all the accompanying bells and whistles. But Charlotte has also been proud that its schools have never been thought of as “just another urban system,” with all the accompanying woes. So it's bittersweet that the growth story broke on the same day as news that Charlotte-Mecklenburg Schools – in an effort to meet budget expectations – announced it will eliminate 331 jobs, including 66 elementary school teachers. City grows – though not as fast as Cary, apparently – school system shrinks. Will that ruin our chances for No. 18? It's been decades since Charlotte's brightest day in the national education spotlight, the 1970's “city that made desegregation work.” The system – with its magnet programs, Newsweek rankings and diverse student body – has continued to impress with its commitment.
