As economic chaos rages around the world, Toronto City Hall is bracing to tighten its belt for the 2009 Budget. And funding for social services is top concern, said Councillor Shelley Carroll, chairman of the Budget committee. The city's social services reserve is depleted, she said, but there will likely be an increase in demand for welfare and social housing during an economic slowdown. "That's the one that's the real concern," she said, according to an article in The Toronto Sun on October 9. Otherwise, the 2009 Budget will be frugal, she said. "We know we have to be very careful in 2009 because we don't know what 2010 holds now. It means that you put on hold dreams of adding services, adding new things to the list of things that the city does," she said. But Peter Dungan , an economics professor at U of T's Rotman School of Management, said cities and municipalities should weather the economic storm quite well provided it's short-lived. "The city's revenues, to some extent, are fairly bullet-proof for the short term because property taxes are what they are and it will take a while for houses to get re-evaluated," he said. He also noted that current predictions don't look as bad as the recessions of the '80s and '90s. The Senate passed a Bill Sept. 26 to reauthorize the Budget of $510 million for the Appalachian Regional Commission (ARC) over the next five years. Sen. George Voin-ovich, R-Ohio, wrote the Appalachian Regional Development act in 2002 to help fund the ARC and proposed this legislation to reauthorize the funding. The ARC works on economic development in Appalachia, said Louis Segesvary, Public Affairs Director for the Appalachian Regional Commission. The Appalachian Region runs throughout 13 states, including Athens County and 28 other counties in Ohio. The ARC helps communities get access to clean water and sewer services, runs programs that increase high school graduation rates, and funds telecommunications projects to bring broadband to communities, along with numerous other development activities. Their biggest infrastructure is a 3,000-mile Appalachian development highway system that links Appalachia to the rest of the country, Segesvary said. They are also involved in a range of activities to increase job competitiveness and job creation, he said. The Governor’s Office of Appalachia, which is part of the Ohio Department of Development, uses funds from the ARC to implement programs in the 29 Appalachian counties in Ohio, said Robert Grevey, Public Information Officer for the Ohio Department of Development.
