For better or for worse, Romania's authorities were the only ones who appeared to know what they were doing at the NATO summit here last week. The daily Adevarul noted the occasion was the first time in the post-revolution years that the streets had been cleaned of garbage, Bucharest's odious traffic stemmed, and the street corners cleared of pimps, drug dealers, and Mafioso types (as well as beggars and homeless). Yet it took every police officer in the greater Bucharest region and several thousand reinforcements from across the country to do so, effectively shutting down the city and making everyday life immensely frustrating for ordinary Romanians. In contrast, almost nothing went right for NATO's big wheels in the cavernous rooms of the gargantuan palace built by Romanian dictator Nicolae Ceausescu, the largest building (and eye-sore) in all of Europe. Usually harmonious, well-orchestrated events with pre-packaged successes--as were Ceausescu's marathon congresses--this NATO summit was a spectacular flop that revealed a fragile alliance in acute crisis, uncertain of its post-Cold War incarnation and divided within its own ranks. The early reports out of President’s Bush’s trip to Europe for tomorrow’s NATO summit in Bucharest all seem to focus on the U.S. backing of Ukraine’s and Georgia’s bids to join the alliance. While NATO should pursue membership for those two former Soviet republics, there is so much more at stake. The Bucharest summit comes at a crucial time for the future of the alliance. The International Security Assistance Force mission in Afghanistan has exposed strategic and political shortcomings that the U.S. must address. Afghanistan is the alliance’s first out-of-area mission and its ultimate success or failure will go a long way to determining if it represents a vision of the future for the alliance, or a one time exception. If NATO members want the organization’s interests to extend beyond Europe, some in the alliance will have to assume a more equitable share of the burden. NATO is already showing dangers of turning into a two-tier alliance, with some members unwilling to send troops to southern Afghanistan. The U.S. must push to end such caveats and should also push NATO members to meet their previously agreed upon benchmarks of 2% of GDP spending on defense. What must be avoided at all costs is France’s one-time offer of additional troops for Afghanistan in exchange for U.S. and British backing of an independent European Union defense structure and a leading French role in NATO’s command structure. A group of experts of the Ministry of Foreign Affairs and European Integration of Moldova will travel to Bucharest next week to discuss the basic political treaty and the convention on small-scale border traffic with Romania. The announcement was made by the Moldovan Foreign Minster Andrei Stratan at the Parliament’s sitting on May 8. According to Stratan, the Moldovan experts will be in Bucharest between May 14 and 15, period during which they will negotiate the two political documents with their Romanian counterparts.
