How many high school seniors do you know who are coasting? The alternative for some of them is a running start. “Running Start” is an exciting, first-in-the-state partnership between Rock Valley College and Belvidere School District. It will allow juniors and seniors at the two Belvidere high schools to become college students and graduate with an associate degree from RVC. “For parents, for college students, this is an opportunity to soar,” President Jack Becherer told the Editorial Board earlier this week. He visited the board along with Michael Houselog, Belvidere superintendent. We can see why reaction has been overwhelmingly positive from the respective boards. The RVC board approved the arrangement Tuesday. Houselog said the Belvidere School Board will formally act on the proposal next month, but members were on board when it was presented to them last week. The first students could enroll in the program next fall. They would have to pass a placement test and have a 3.0 grade-point average. The degree would cost them nothing; tuition would be paid through the state reimbursement for each high school student. Although 192 students would qualify for the program, Houselog expects no more than about a third of those students to sign up. The program is not for everyone. Volunteer teams from the Parks and Conservation Foundation and Kids Around the World will build a new playground over five days next week. The new playground will be built in Bob’s Park, bordered by Meadow and Locust streets and Warren and Nebraska avenues. How to help Cash donations may be sent in care of Bob’s Park to the Parks and Conservation Foundation, 1006 W. Lincoln Ave., Belvidere, IL 61008. The park was named after Robert Howells, who died May 23 at the age of 62. Howells was instrumental in helping secure land for the foundation and conservation district. “He was very selfless. I don’t know if he made a nickel doing any of these things. He just enjoyed doing it,” said Dan Roddewig, executive director of the Belvidere Park District. “He just loved doing things that would end up providing a public benefit.” The park was named after Howells before he died. “We had hoped that he would be alive to see kids playing in his park, but his spirit is there with us. We think he’ll be smiling,” said Mark Luthin, president of the Parks and Conservation Foundation. Mayor Fred Brereton will seek re-election for a fourth term. There are more than four months until the mayoral primaries and Brereton is the third candidate to enter the race. Former aldermen Jim Wise and Karen Schrader announced their intentions earlier this year. Brereton will formally announced his candidacy at a campaign rally at 5:30 p.m. Oct. 15 at the Apollo Banquet Center, 104 N. State St., Belvidere. Brereton’s announcement means a primary election will likely be needed Feb. 24 between Brereton and fellow Republican candidate Wise. Schrader, 54, a Belvidere native and alderman from 1989 to 1993, will run as an independent. Schrader is a deputy clerk in the county clerk’s office. Wise, 48, an alderman since 1997, resigned from his Ward 2 City Council seat on Sept. 2. He said then that he stepped down to separate himself from the current administration and he plans to vocalize his opposition to the “direction the city is going.” Wise is a lieutenant colonel with the Illinois Army National Guard who had split time between the city and his work at the Pentagon, but said he will focus all his efforts on the city as mayor. The Belvidere Police Department announced a $37,569 grant that will allow it to increase enforcement and purchase a new radar gun. The department was awarded the funds by the Integrated Mini Grant Enforcement Program. It is designed to reduce motor vehicle crashes through increased, highly visible enforcement of seat belts, impaired driving and speed laws during national and state efforts. The department will use the money for 625 to 675 hours of overtime to hire back off-duty police officers to conduct traffic enforcement details during five two-week periods. The program will put a supervisor and two to three additional squads on the road to focus on traffic issues. The enforcement periods are: Nov. 14 to 30, Dec. 19 to Jan. 4, May 15 to 31, June 19 to July 6, and Aug. 21 to Sept. 7. ...

Aldermen on Monday could appoint the first woman to serve on the City Council in more than five years. But the two female candidates for the Ward 2 vacancy are up against two men with years of experience in city politics: former mayor, Rory Peterson, and former chief of police Robert Bowley. Neither Linda Naebe or Nichole Eddy wants gender to play a role in the decision. “I never even thought of it as a gender thing,” Naebe said. “I just believe that the best qualified person should get the position and that the mayor and the board will look at what I have submitted, what I have done in the last 10 years, and I think I’m pretty well-qualified.” Brenda Dermer, whose term ended in April 2003, was the last woman to serve on the council. A woman hasn’t served in Ward 2 since Beth Bruha, whose term ended in 1997. There have been seven women, some serving multiple terms, on the City Council since 1984, when Alice Wagner was appointed. “On one side, it shouldn’t matter” what gender an alderman is, Eddy said. “But there should always be a mixture of some sort.” A person’s gender doesn’t matter as long as he or she has the best interest of the city in mind, said Carolyn Burnett, president of the Belvidere Women’s Club. “It should be anybody who is a responsible, knowledgeable person, whether it’s a man or woman,” Burnett said. There was only one word that Belvidere North girls golf coach Ron Anderson could think of to describe his team’s win at the Freeport Regional on Wednesday. “Unbelievable,” Anderson said. Belvidere North won the meet with a 345, six strokes better than Boylan (351) and 11 better than Hononegah (356) who also qualified for the Galesburg Sectional. The Blue Thunder outperformed all of their coach’s expectations. “I knew it was going to be close, but I didn’t think we’d actually have a real good shot at winning,” Anderson said. “I’m amazed, it’s hard to even put words to it.” Host Freeport (398) finished fourth, but had four individuals qualify for sectional play. “It’s about what I expected, I knew we had an outside chance to finish third,” Freeport coach Jennifer Slaght said. “Hononegah came with their A-game today, they played really well.” While the Pretzels were unable to qualify as a team, almost the entire squad qualified individually. Emilee Guderyon (90), Amelia Readeker (101), Raegan Budden (103) and Haley Funk (104) will all play Monday in Galesburg. “The girls came out and they didn’t play their best golf, but they put up numbers that are competitive,” Slaght said. The Kane County state’s attorney’s office announced today that it plans to drop two gang-related homicide cases after the Sept. 23 Rockford death of Jamaal Delville “Ike” Garcia, 25, of Belvidere, who was a key witness in the cases. The state’s attorney’s office in Kane County stated in the release that there is no known connection between Garcia’s death and his role as a witness in the two murder cases. “Rockford police said Garcia’s death, which is being investigated as a homicide, was the result of a dispute. Three men, all of the Rockford area, have been charged in Garcia’s death. Rockford police said the men have no gang ties, no ties to Aurora, and that there is no evidence that Garcia’s death was in retaliation for his participation in the 2007 cold case indictments,” the release states. Garcia was shot, beaten and his body dumped in a field near the Chicago Rockford International Airport and burned. As a result of Garcia’s death, first-degree murder charges are expected to be dropped against Quentin Moore, 27, of Aurora. Moore had been accused of shooting to death 19-year-old Jorge Uriostigue just after midnight Aug. 8, 2003. Also because of Garcia’s death, first-degree murder charges are expected to be dropped against Jesse M. Lopez, 27, of Aurora. Lopez had been accused of shooting to death 22-year-old Juan Carlos Rodriguez just after midnight July 9, 2003. Garcia was set to testify against Moore and Lopez in both cases ...

It was service with a smile Tuesday night, courtesy of the Freeport volleyball team. The Pretzels overpowered Belvidere North, especially with their service game, taking two quick games to win the match, 25-12, 25-6. “Two of the more important aspects of the game are serving and ball placement,’’ Freeport coach Rodney Pritchett said. “And for our first match of the year, we did both extremely well.’’ Whether it was power or placement, the Pretzels had double-digit aces and kept Belvidere North on the defensive all evening. “We wanted to be the aggressor,’’ Freeport hitter Kelsey Hoefer said. “We were leaning forward all night, thinking, ‘Let’s get it and go.’ I don’t know if they were intimidated or not, but they had trouble with our serves.’’ The Pretzels had no problem asserting themselves against the Blue Thunder at the net either, not allowing Belvidere North any opportunity to get into the match. “They had some trouble running and getting into their offense,’’ Pritchett said. “We had to adjust to it, and we did that. I think a big key to that was our ball placement. We hit the ball well, under control and intelligently. City officials are adding language to their lawbooks that will make it clear that it’s illegal to urinate in public. Police say they haven’t had a problem, but some felt an ordinance was needed to ensure they had the tools to ticket violators if necessary. “This isn’t a big problem in the city,” Deputy Chief Dave Ernest told a committee of aldermen Monday. “It’s just something where they wanted to clear up some (city code) language issues.” The committee started the process that will change ordinances by moving forward an amendment to public indecency laws. Although public indecency laws don’t currently mention public urination, police have used other statutes to issue citations. In a memo to his sergeant, which was forwarded on to the City Council, one patrolman said officers penalize public urination through an ordinance that governs the use of public property, which reads: “No person shall place upon any street, roadway, driveway or any approach to any street or roadway any materials, liquids or substances of any nature whatsoever.” Offenders could also be charged underneath laws against indecent exposure, said City Attorney Mike Drella. “I don’t recall ever having prosecuted it,” Drella said. Additional language will be added to laws against public indecency that creates a “clear” and “obvious” violation for people who urinate in public, Drella said. Belvidere police arrested two 17-year-old Belvidere High School students on drug charges Monday at their homes. Arrested were Manuel A. Marquez and Juan C. Rodriguez, both of Belvidere. Marquez is charged with a felony count of unlawful delivery of cocaine within 1,000 feet of a public school. He is in Boone County Jail on $100,000 bond. Rodriguez is charged with a lesser felony count of possession of cocaine within 1,000 feet of a school and is in Boone County Jail on $5,000 bond. The arrests concluded an investigation by the Belvidere Police Narcotics Unit, the Belvidere police school resource officer and school officials. A police raid led to drug charges for two residents. The Belvidere Police Narcotics Unit, detectives, patrol officers and a police K-9 searched a home Monday in the 2000 block of Davis Drive where police said they seized drug paraphernalia and crack cocaine. Lee R. Whitworth, 56, of Belvidere was charged with two counts of unlawful delivery of a controlled substance, crack cocaine, within 1,000 feet of public housing. The Class 1 felony is punishable by four to 15 years in prison. Whitworth was taken to the Boone County Jail on $50,000 bond. Cheryl L. Smith, 52, also of Belvidere was charged with two counts of unlawful delivery of a controlled substance, crack cocaine, within 1,000 feet of public housing. Smith’s charge was also a Class 1 felony.
