Five years after Saddam Hussein's parliament last met there, Iraq's former national assembly building is ready to be used by the country's new leaders — well, almost. One critical element was missing during Sunday's ceremony marking the completion of major renovations of the structure: air conditioning. Iraqi government officials sat in the new, powder-blue seats fanning themselves with paper as Prime Minister Nouri Maliki and Cabinet ministers took the podium to congratulate the Ministry of Construction and Housing for its work. If all goes according to plan, the national parliament will meet there when lawmakers resume work Sept. 9 following their summer break. One remarkable thing about the new meeting place is that it is not inside the Green Zone, the heavily fortified enclave in Baghdad that houses the U.S. Embassy, most Iraqi government buildings and the former Convention Center that for years has served as the meeting site for the post-Hussein parliament. The new site covers a vast compound surrounded by busy avenues, but like much of Baghdad, it is ringed by high concrete blast walls and is virtually invisible from the street except for the entrance. After Sunday's ceremony, armed guards there tentatively let visitors past them to take a peek at the beige structure. The long-suffering bill that would govern Iraq's oil industry and divvy up oil wealth has been stalled more than a year, bogged down in political squabbling and symbolic of problems rippling below the surface here despite success on the security front. Just last year, U.S. and Iraqi officials repeatedly announced that passage of the oil bill was imminent. The bill was seen as crucial to laying the groundwork for long-term security and political reconciliation in Iraq, since it would guarantee equal distribution of the oil profits on which Iraq's economy depends. Now, the topic rarely comes up, and when it does, it is in a far more sober context. At a recent meeting with journalists in Baghdad, the U.S. Embassy's outgoing economic ambassador, Charles Ries, admitted that political differences blocking passage of the so-called hydrocarbon bill are too entrenched to predict when it might become law. "I was quite optimistic when I got here," said Ries, who arrived in July 2007. "I was quite optimistic it was only a month or two" before the bill passed. "The more I understood what the real issues were … it was clear this was going to be a major political challenge," said Ries. The New York Times leads with the U.S. Embassy in Baghdad announcing that it has expanded its program to help Iraqis who face threats because of their work for the American government obtain visas to live in the United States. Although the program was instituted at the beginning of the year, it can start to be really implemented only now that the guidelines have been finalized and more staff has been assigned to deal with the applications. USA Today leads with a look at how states stepped up efforts to inspect bridges after last year's collapse in Minneapolis that killed 13 people, but many are having trouble coming up with the billions of dollars that would be needed to make the necessary repairs. The Baghdad Zoo on Friday welcomed a pair of rare Bengal tiger cubs that were donated by a North Carolina animal sanctuary despite protests by animal rights activists. The tigers - a male and a female named Riley and Hope - frolicked with red and blue balls in a wading pool and playfully wrestled with each other in their cage, while U.S. soldiers and journalists snapped pictures and delighted Iraqis strolled by. United Arab Emirates To Name Ambassador To Baghdad Baghdad — The United Arab Emirates announced Thursday it will name an ambassador to Baghdad in the coming days, the first Arab country to restore full diplomatic ties to Iraq since the collapse of Saddam Hussein's regime. The man who brought the wonderful news to Iraq was Sheikh Abdullah bin Zayed Al Nahyan, is a member of the royal family of Abu Dhabi and the current foreign minister of the United Arab Emirates. He received his position in the cabinet reshuffle in February 2006, and was previously the information and culture minister. When UAE's Embassy open with it's ambassador firmly in control, they will be the first Arab country to restore full diplomatic relations with Iraq since the war: Many of the Mideast's Sunni-led governments have been wary of establishing a full diplomatic presence in Baghdad because of security fears and mistrust of the Shiite-led government's ties to Iran, which has a fully accredited ambassador here. "We will hold talks to name the ambassador in the coming few days," Al Nahyan said. "We also hope that as soon as possible - and I am talking here about a few weeks — we will see an active Emirates Embassy in Baghdad."
