Kagen, an Appleton Democrat, was onboard a Northwest Airlines flight from Washington to Minneapolis on Thursday, the first leg of his trip to Wisconsin, when a woman fainted on the plane. “I don’t know if they yelled ‘Is there a doctor in the house,’” said his spokesman Jake Rubin.
