A rare glimpse into the behind-the-scenes string pulling that allowed disgraced superlobbyist Jack Abramoff to negotiate the firing of a State Department official is examined today by The Post's R. Jeffrey Smith. Abramoff, now serving a nearly six-year federal prison sentence for fraud, tax evasion and conspiracy, and his colleagues at the Washington office of the lobbying firm of Greenberg Traurig successfully pushed White House aides to remove Alan Stayman from his negotiating post at the State Department. It has been more than four years since The Post first reported on the questionable activities of now-disgraced lobbyist Jack Abramoff. The indictments are still coming. In the latest case, John C. Albaugh, a former chief of staff to a senior GOP lawmaker, has pleaded guilty to conspiring to commit fraud by accepting gifts from Abramoff in exchange for helping lobbyists and their clients. He is one of more than a dozen officials, lobbyists and legislative aides to be convicted in the sprawling scandal, which is still under investigation by the Justice Department. Albaugh's lawyer said that he "deeply regrets and accepts full responsibility" for his actions. He was chief of staff to then-Rep. Ernest Istook of Oklahoma, who was once chairman of the House Appropriations transportation subcommittee. Istook is now a fellow at the Heritage Foundation. A congressional investigation has found that lobbyist Jack Abramoff influenced some actions by the White House by lavishing exclusive sports tickets and meals on political staffers in the executive mansion, but the panel has uncovered no indication that President Bush had a role in the actions, reports The Post's James Grimaldi. In a draft report, the House Oversight and Government Reform Committee found no evidence that Abramoff lobbied President Bush on at least six occasions when the superlobbyist met with the president. Though photographs taken of Bush and Abramoff confirm personal contacts, there was no evidence found that the president directed an action in response to a request from the lobbyist. Jack Abramoff, the disgraced former GOP lobbyist who pleaded guilty for his role in a federal influence-peddling scandal, has yet to be sentenced on those charges. He is serving prison time, though, in another case involving an ill-fated Florida casino boat business, as is his former partner, Adam Kidan. The Post exposed their scheme in a May 2005 article, part of the newspaper's two-year-long investigation of Abramoff. Today a federal judge in Florida agreed to cut Kidan's prison term in half for cooperating with the authorities. Prosecutors say Kidan braved mob threats to testify about a gangland-style slaying of the man who sold his fleet to Abramoff, Kidan and a third partner, Michael Scanlon. The White House conducted an inadequate and incomplete internal review of its involvement with convicted influence peddler Jack Abramoff and his lobbying team, a House committee draft report says. Echoing information the committee released in 2006, the new report says that President Bush had personal contact with Abramoff, that White House officials solicited Abramoff's recommendations on policy matters and that Abramoff's lobbying team offered White House officials expensive tickets and meals, at least some of which were accepted. Abramoff is serving prison time for a fraudulent Florida casino deal and faces sentencing in his scheme to bribe public officials in Washington. He agreed to become a witness against Washington officials he treated to lavish meals, golf vacations and money. The report was compiled by the staff of the House Oversight and Government Reform Committee, chaired by Rep. Henry Waxman, D-Calif., and it will be considered at a committee meeting Thursday. The draft report says that as White House officials were telling the public they were thoroughly reviewing contacts with Abramoff, they failed to question five former officials who were key points of contact for the Abramoff lobbying team. Late this afternoon the House Committee on Oversight and Government Reform released six photographs cited in today's report that show President Bush meeting with jailed uber-lobbyist Jack Abramoff. The pictures contradict the White House's previous statements that the President met with Abramoff only two times: While the Committee obtained no evidence that Mr. Abramoff ever personally lobbied the President or that the President personally directed an action in response to a request by Mr. Abramoff, the Committee did receive evidence that Mr. Abramoff met the President and was photographed with him six times. Four of the six photographs occurred at political receptions. In a statement today, the White House spokesman Tony Fratto responded to the House committee report "There's nothing new of any significance in it. it is warmed-up leftovers. It confirms what has become clear in all of this -- Abramoff was spectacularly unsuccessful in influencing administration policy." The photos released by the committee actually look like black and white photo copies of the originals. They are very dark and grainy. We have lightened the picture below to make it more discernible. A former chief of staff for an Oklahoma congressman is the latest figure caught up in prosecution of Jack Abramoff's lobbying ring. John Albaugh, the former chief of staff for U.S. Rep. Ernest Istook (R-OK), has been charged with a conspiracy to defraud the House of Representatives, taking perks and doling out official favors: John Albaugh is accused of accepting gifts in return for official favors. The charge is outlined in a criminal information filed in federal court on Friday. Such documents are normally entered as part of a plea deal. A court hearing was set for Monday afternoon. According to the criminal information, Albaugh accepted tickets to George Strait and Tim McGraw concerts. In one email, a lobbyist from Abramoff's firm told Albaugh: "You're going to eat for free off our clients" After Istook was named chairman of the Transportation Appropriations Subcommittee, a fellow lobbyist emailed a lobbyist from Abramoff's firm (identified in the Information only as Lobbyist C) and said "[t]hat's good for us!! The strand that runs through all the Abramoff-McCain relationship is foreign money. Until Jack was finally indicted on August 11, 2005, he did some truly sinister deals with a long list of bad guys, from al-Qaeda bankers, to Russian intelligence officers, to a South Asian leader involved with rogue nuclear programs. McCain’s role was to limit the disclosures and the political damage that still threaten to destroy the GOP’s foreign funding base and the party’ hopes of ever regaining control in Washington. McCain was chosen by GOP leadership to oversee the Abramoff investigation and to cover up the malfeasances of his fellow senators by withholding most of the evidence received in response to his broad subpoenas.
