Two high school football players will be labelled as &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt; in an Ohio courtroom this week. Seventeen-year-old Trent Mays and 16-year-old Ma'Lik Richmond of Steubenville, Ohio – both convicted of raping a 16-year-old girl last year – will be classified as &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt; during their hearing on 14 June. The judge who tried their case in juvenile court will place the teens at one of three &lt;b&gt;sex&lt;/b&gt; offender levels. Unlike adult &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt;, the teenagers' names will not be put on publicly accessible websites. Nevertheless, the teens will still become registered &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt;. Rulings like these often restore our faith in the American legal system – not only should we punish those who commit heinous crimes against children, but we should also make their crimes known as a way of protecting others who could unknowingly become their next victim. Then again, it's imperative to remember that – regardless of the crime they committed – these two are still minors themselves. That's not to say these teenagers shouldn't be punished. They should. While on its surface, the Supreme Court’s decision this week in Peugh v. United States does not deal with &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt;, its impact will surely be felt in the &lt;b&gt;sex&lt;/b&gt;-offender cases. As with the Court’s decision ten years ago in Stogner v. California, the Ex Post Facto Clause has once again been interpreted to make it more difficult to incarcerate criminals, and particularly &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt;, as I will explain below. Peugh involved a defendant who was convicted and sentenced on bank fraud counts. The defendant argued that his sentencing under the 2009 Federal Sentencing Guidelines, which were in effect at the time of sentencing, required a heavier sentence than the sentence he would have received at the time of the offense, which would have been governed by the 1998 Guidelines. Under the 1998 Guidelines, Peugh’s sentencing range would have been 30 to 37 months, but the 2009 Guidelines led to a range of 70 to 87 months, which was more than double the ...&lt;/p&gt;</description>

Madden, Jim Beach, and Linda R. Greenstein sponsored legislation that would permit municipalities to enact ordinances regulating where moderate and high-risk &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt; live and restrict the locations of certain child care centers and school bus stops. The bill today cleared the Senate Law and Public Safety Committee. “Recent tragedies across the country remind us that &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt; continue to pose a danger to children, and we have an ongoing responsibility to keep our kids safe,” said Senator Madden, D-Gloucester and Camden. “This measure sends a clear message that New Jerseyans are committed to the safety of young people and we will do what it takes to protect our children against convicted &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt; with a high risk of re-offense.” The bill, S-570, would allow a municipality to enact an ordinance that prevents convicted &lt;b&gt;sex&lt;/b&gt; &lt;b&gt;offenders&lt;/b&gt; from residing within 500 feet of a school, playground, or childcare center.
