Kirsten Powers sat down with Bill O’Reilly tonight to debate the effectiveness of the United States waging drone warfare. Powers’ main sticking point was that drones are being sent to take out terrorists without much regard for the casualties of innocent civilians. O’Reilly contended that civilian deaths are inevitable in any war, and in response to Powers arguing people turn to terrorism when their families are randomly taken out by drones, O’Reilly asked in disbelief why we wouldn’t want to attack the enemy because “they might get mad.” O’Reilly was spurred on by a reporter who asked President Obama and German Chancellor Angela Merkel about drone warfare during Obama’s Berlin visit today. O’Reilly lamented how he can’t get people like the reporter on his show to ask them why they’re “so crazy.” Powers shot back, “Only crazy people don’t want drones, Bill?” O’Reilly said drone warfare and other national security programs are meant to protect the country, though Powers claimed there’s no evidence to suggest they actually have. The FBI has admitted it sometimes uses aerial surveillance drones over US soil, and suggested further political debate and legislation to govern their domestic use may be necessary. Speaking in a hearing mainly about telephone data collection, the bureau's director, Robert Mueller, said it used drones to aid its investigations in a "very, very minimal way, very seldom". However, the potential for growing drone use either in the US, or involving US citizens abroad, is an increasingly charged issue in Congress, and the FBI acknowleged there may need to be legal restrictions placed on their use to protect privacy. "It is still in nascent stages but it is worthy of debate and legislation down the road," said Mueller, in response to questions from Hawaii senator Mazie Hirono. Hirono said: "I think this is a burgeoning concern for many of us." Dianne Feinstein, who is also chair of the Senate intelligence committee, said the issue of drones worried her far more than telephone and internet surveillance, which she believes are subject to sufficient legal oversight. "Our footprint is very small," Mueller told the Senate judiciary committee. "We have very few and have limited use." At an oversight hearing conducted by the Senate Judiciary Committee, FBI Director Robert Mueller admitted the agency is making use of unmanned aircraft, but he did not provide many details, other than to say the information obtained by the drones can at times be shared with other agencies, such as the Department of Homeland Security. Tuesday morning at the Paris Air Show, Italian aerospace company Piaggio Aero unveiled the P.1HH HammerHead, Europe's largest unmanned aircraft system (UAS). The HammerHead is based on the P.180 Avanti II, Piaggio's unusually shaped turboprop plane, generally used for business travel. That aircraft has an oddly rotund, low drag fuselage, made even stranger by what Piaggio calls a "forward wing," just before the nose. For the HammerHead, the Italians increased the wingspan and range. Instead of executives, the fuselage will be full of the equipment, sensors, and communication equipment needed in an unmanned aircraft. The windows, naturally, are gone. The HammerHead is designed to carry a small weapons payload (1,100 pounds), and is expected to fly reconnaissance and surveillance missions. The Italian Air Force plans to buy 10, Secretary General of Defense Lt. Gen. Claudio Debertolis confirmed in Paris. The prototype unveiled at the show was successfully flown by remote control on June 12, Piaggio says, and now the HammerHead will enter an extensive demonstration and validation period. The HammerHead could go into service in 2016 or 2017, according to Aviation Week .
