Although it is undeniably a defining period for state welfare in the UK, it feels a bit of a stretch when anti-reform campaigners contend that the imposition of Universal Benefit is a poll-tax moment for the ConDem coalition government. The community charge was a policy-driven, in-your-face government mission to personalise property taxation.
