A man renovating a home in town cut his femoral artery while carrying a toilet up and down a flight of stairs. As he bled out, he called 911. But the call was dropped. He tried again. But the call failed again because of the poor cell reception in the part of New Canaan he was in. Fearing for his life, he texted a relative in Florida and asked that person to call 911. Thanks to the relative’s call, an ambulance made it to the home in time. This is one of many recent public safety stories the town’s Utilities Commission and Emergency Management Director Mike Handler tell in an effort to improve cell phone service in town. And they, as well as other officials in town, worry that others stuck in dangerous situations won’t be around to tell their stories if cell service in town doesn’t improve. Last Thursday, May 9, the Utilities Commission held a public hearing to listen to residents’ comments and concerns regarding the commission’s work to improve cell coverage. Commissioner Geoffrey Pickard, mentioning a tower planned for the transfer station, as well as one at a private residence on Puddin Hill Road (in the northern part of town where service is very minimal) and one at Silver Hill Hospital on Valley Road, said he believes three or four more Towers are needed in town to bring coverage to around 80% from its current 25%. Bruhat Bangalore Mahanagara Palike, the civic agency tasked with local administration has no information on the number of telecom Towers in the City. To an information sought under the RTI Act, the Engineer-in-Chief of the BBMP, B T Ramesh, gave a written reply that the permission for installing telecom Towers does not fall under the purview of his office or the Chief Engineer (OFC) and hence the information sought is not available. However, the guidelines of the Union government on telecom Towers state: "The intimation for the installation of new BTS Towers to state and local bodies should be made either by the telecom service provider being a licencee under Section 4 of the Indian Telegraph Act or the infrastructure provider." This scribe had sought to know from the BBMP about the number of telecom Towers in the City, provision and parameters for setting up telecom Towers on residential buildings, Palike's mechanism to check radiation level of telecom Towers, permissible level of radiation, guidelines and restrictions on installing telecom Towers, particularly in areas such as schools, residential buildings, hospitals, petrol pumps and defence establishments and the number of telecom Towers erected illegally.
