The saying goes, “When seconds count, the police are only minutes away.” If you live in Josephine County, Oregon, apparently they’re only minutes away on weekdays. Budget cuts have reduced department coverage to only 5 days per week. An unidentified woman was physically and sexually assaulted by her ex-boyfriend, Michael Bellah, after calling 911, only to be told that it was “unfortunate” that there were no officers to help her that day. “Uh, I don’t have anybody to send out there,” the 911 dispatcher told the woman. “You know, obviously, if he comes inside the residence and assaults you, can you ask him to go away? Do you know if he’s intoxicated or anything?” The woman told the dispatcher that Bellah previously attacked her and left her hospitalized a few weeks prior to the latest incident. The dispatcher stayed on the phone with the woman for more than 10 minutes before the Sexual Assault took place. “Once again it’s unfortunate you guys don’t have any law enforcement out there,” the dispatcher said, according to Oregon Public Radio. The woman responded: “Yeah, it doesn’t matter, if he gets in the house I’m done.” ( source ) According to reports, when Bellah got into the house he choked and sexually assaulted the woman. Although it did little good to the victim, he was later arrested. President Barack Obama addressed the rash of Sexual Assault criminal cases against U.S. military servicemembers on Friday, exhorting the graduating class at the Naval Academy to do better. “Those who commit Sexual Assault are not only committing a crime, they threaten the trust and discipline that makes our military strong,” Obama said during the annual naval commencement ceremony in Annapolis, Maryland. “That’s why we have to be determined to stop these crimes. Because they have no place in the greatest military on Earth.” Obama’s remarks were a doubling-down of his vow on May 7 that Sexual offenders would face accountability for their actions. That same day, a study released by the Pentagon indicated more than 70 daily reported Sexual assaults against service members and more than 26,000 reported cases in 2012. The month of May 2013 has also seen at least three officers in charge of programs tasked with preventing such assaults be arrested for stalking or Sexual Assault charges. The Defense Department survey released this month showing instances of unwanted Sexual contact within the services rose by more than 35 percent from 2010 to 2012 -- to some 26,000 incidents -- still reverberates at the Pentagon, the White House and in Congress with members of all the institutions promising action. The survey estimated 12,100 of the 203,000 active duty women and 13,900 of 1.2 million men on active duty were sexually assaulted. But fewer than 3,400 victims were willing to come forward and report the crimes to their chains of command. However, the number of actual reports of Sexual assaults was far lower. There were 3,374 reports of Sexual Assault involving service members last year. As retired chief petty officer, I am embarrassed by a recent report on sex abuse in the military. The military justice system is full of seemingly unfair practices. The commanding officer determines what to charge (with assistance from a prosecution office). It seems weird not having the police and prosecutors doing this. CNN reported: A rash of Sexual assaults in the armed forces undermines Americans’ confidence in the military, President Barack Obama told newly commissioned officers at the U.S. Naval Academy Friday. “Those who commit Sexual Assault are not only committing a crime, they threaten the trust and discipline that makes our military strong,” Obama told the graduates, who were commissioned as Naval ensigns and Marine Corps second lieutenants. “That’s why we have to be determined to stop these crimes. Because they have no place in the greatest military on Earth,” Obama continued. The president’s remarks came amid mounting outrage over Sexual abuse cases in the armed forces. Figures show the rate of assaults in the armed forced increasing, and some top officers are under fire for condoning such acts. It’s not clear if the rate of Sexual violence is any higher in the military than in the general public . Nearly 1 in 2 women and 1 in 5 men experienced Sexual violence other than rape at some point in their lives.
