The bill remained largely intact after five hearings in which members of the &lt;b&gt;Senate&lt;/b&gt; Judiciary Committee debated and voted on more than 200 amendments. That gave sponsors of the bill a preview of how the bill may be attacked in June when the full &lt;b&gt;Senate&lt;/b&gt; begins deliberations and a House group introduces their immigration bill. The remarks were made in response to suggestions that the U.S. Sugar Program should be removed from the Commodity Title of the Farm Bill. Both Senators John Hoeven and Heidi Heitkamp took to the floor to defend both the existance and the placement of the sugar program. Senator Hoeven spoke first, saying “The problem is that dismantling existing sugar policy in our country would not, by any stretch, result in a free market for sugar for one very compelling reason: the world sugar market right now is totally distorted by foreign subsidies and tariffs,” The remarks continued, with Hoeven underscoring the fact that U.S. Sugar programs actually level the playing field of U.S. sugar producers on the world market. “World market prices are actually higher than U.S. sugar prices and the percentage of sugar in most processed foods is small, just 2 percent of a Hershey chocolate bar, for example. Hoeven said foreign governments heavily protect and subsidize their sugar producers. Countries like Brazil spend between $2 billion and $3 billion per year to subsidize growers. Mexico literally owns one-fifth of its industry and subsidizes the rest. This bill marks a number of major changes in the immigration policy of the United States of America. It is expected to bring about heated discussion in the &lt;b&gt;Senate&lt;/b&gt; in the coming month. The ten Democrats in the Committee found allies in three Republican senators. The bill has four Republican authors. 13-5 vote The almost 900-page immigration bill was voted 13-5. The bill primarily benefits 11 million illegal migrants. The bill will facilitate a 13-year journey of illegal residents. It will also strengthen the security of the border of the USA with southwestern Mexico which has long been the site of illegal migration.
