Nineteen Democrats sided with two hundred and twenty-two Republicans to pass the bill (H.R. 3). No Republicans voted against the bill, but some did not vote. House Republicans push through another bill to speed the Keystone project, but with far less bipartisan support. By John H. Cushman Jr. WASHINGTON – Republicans in the House of Representatives pushed through a bill on Wednesday that would force federal approval of the Keystone XL Pipeline without further review. The vote was 241 to 175. The legislation is the latest of several attempts by Congress to force the Obama administration's hand. It is unlikely to be taken up in the Senate and the White House has threatened a veto. If anything, the bill's backers may have lost ground this time, and ended up with a much more partisan divide. Only 19 Democrats voted for the Pipeline on Wednesday, compared to 69 in a vote last year. What happened? The most persuasive theory is that the Republicans over-reached by waiving several environmental laws and choking off potential court challenges to the Pipeline project. WASHINGTON, DC â€“ Today, Congresswoman Elizabeth Esty (CT-5) voted against, H.R. 3, the Northern Route Approval Act, legislation that would mandate federal approval of all construction and operation permits for the controversial Keystone XL Pipeline regardless of whether the Pipeline meets the requirements of the law and without consideration for its long-term environmental impact. Esty offered an amendment to remove a loophole in the bill that would take the unprecedented step of requiring approval of all permit requests by TransCanda, a foreign company, for the future operation and maintenance of the project for the multi-decade lifespan of the Pipeline. â€œWe have to be extremely careful, and apply proper oversight, whenever our environment and public health are at stake, but this bill does just the opposite,â€ Esty said. â€œThis bill would grant a foreign company mandated approval on construction permits with no regard for the requirements of the law or for the environmental impact. Members voted 241-175 in favor of H.R. 3, the Northern Route Approval Act. Republican supporters were joined by 19 Democrats, much less than the level of Democratic support in the last Congress. A big reason for the drop in Democratic support is the GOP’s new approach to the Pipeline, which would move tar sands oil from Canada to the United States to be refined. Legislation in the last Congress set a deadline by which Obama had to decide on approving the project, and passed with 47 Democrats in 2011. Today’s bill would remove any need for presidential approval of TransCanada Corp’s proposed Pipeline and deem it approved, which many Democrats saw as going too far. Rep. WASHINGTON — The House on Wednesday passed a bill to bypass President Barack Obama and approve the Keystone XL Pipeline ending five years of studies and what Republicans described as bureaucratic stonewalling to appease extremist environmentalists. Nearly 20 Democrats sided with the Republican caucus to pass the bill on a 241-175 vote, but the White House has already threatened to veto the measure. “These delays are taking longer than it took the greatest generation to win World War II,” said Rep.
