Brian Spurlock-USA TODAY Sports The 2013 NFL offseason was a momentous one for GM Phil Emery and the Chicago Bears . He replaced nearly the entire coaching staff starting with Lovie Smith , hired the first offensive head coach since Bobby Douglass was quarterback and capped things off by waving goodbye to a potential Hall of Fame linebacker in Brian Urlacher . Well, if a man takes a job, he should commit 100%. For two years, Emery has vowed he has a plan for the Bears. For two years, fans and analysts have tried to decipher what that is. Could a similarly frantic 2014 bring it all together? It seems impossible to think next year could top this one for drama. Yet, Emery has set things up that way with the decisions he has made, particularly on the contract front. If nothing changes before next March no less than 44 players will become unrestricted free agents including starters like Jay Cutler , Henry Melton , Charles Tillman , Tim Jennings , Major Wright and Corey Wootton . It’s safe to say that number will come down before then but it still offers a lot of questions about what Emery and the front office is doing. The debates have gone on for days. People have their opinions. Was this a good pick? Did they take this guy too early? Ultimately there is no way to answer those questions for at least the next two to three seasons. Until then all Chicago Bears fans can do is sit back and ponder what second-year GM Phil Emery has envisioned for the charter NFL franchise. Like any passionate fans they are quick to second guess decisions they deem shady, which is their right since it's their money that pays his bills. This post isn't about identifying whether Emery is a good or bad general manager. It is way too soon to make that assessment. This is more about trying to clarify the process by which he's building the roster he envisioned when Chicago hired him last year. First and foremost it is clear Emery isn't shy about attacking roster needs during free agency and the draft. Where other teams prefer sticking to their roster and building exclusively through college prospects, Emery believes free agency can serve a purpose if properly used. His work in 2013 is a great example. Experts were almost certain the Bears would have to restructure a number of contracts and extend some expiring ones if they had any hope of landing a notable free agent. When Bears GM Phil Emery uses a first-round pick on somebody you never even thought about, it’s because he’s been on that tip for a while, already. You know, before it was cool. He makes his selection, props his fedora on his head just right, and then hops on his bike — salvaged from vintage parts, of course – and pedals to his Logan Square apartment. He used to live in Wicker Park, but that neighborhood has been out of style for months, ever since it went all mainstream. He sees things in Kyle Long that you just can’t, okay? Anybody can look at hours of college games and break down several full seasons of performance, but it takes a really special scouting skill to be able to make that call with just five starts to analyze. It’s no different, really, than when he heard that one cassette Ben Gibbard released in 1997 when he was just playing guitar for Pinwheel, and he told everybody that this guy would break through.
