            <title>NCAA Implements "Kenny Bell Rule" Regarding Defenseless Players</title>

The email was in response to an article I did earlier this year, entitled 2013 NCAA Football Rules Changes - Your Opponent Is Ejected Always , which had to do with changes coming this year by which players can be ejected for targeting and contacting "defenseless players" above the shoulders. In past seasons the infraction earned a 15-yard penalty and an automatic first down for an opposing offense. This year the same infractions can result in automatic ejection. That article included an analysis about what the NCAA defines as "defenseless players", an important facet of the rules because "defenseless players" should be protected, as hits in those specific conditions should be considered areas in which players could receive severe injuries, the obvious reason being that they cannot protect themselves. The defenseless player definitions are included in the NCAA rule book under section 2-27-14. However, a rule change has been implemented this season to include the following amongst the "defenseless player" definitions: 2-27-14g - "a player who receives a blind-side block". For the 2nd straight time on our list we've got a first entrant for a team, this time from the Nebraska Cornhuskers.  However, we are sticking with the same position after we left you with a look at No. 17 Cody Latimer of the Indiana Hoosiers. As we enter the 2013 season a pattern seems to be emerging in that most of the talent at the skill positions are coming from juniors or sophomores, indicating that the best is probably yet to come for a lot of the conference.  Before we get into the next player on the list, let us remind you of what criteria we used to make our Top 25 list. We used things like importance to your team, overall skill at your position, records set, past performance, conference honors (coaches, media, our list too), and the good old-fashioned eye test. No. 16: &lt;b&gt;Kenny&lt;/b&gt; &lt;b&gt;Bell&lt;/b&gt; (WR, Nebraska) 2012 Stats/Honors: 50 receptions, 863 yards, 8 touchdowns, 17.3ypc; 2nd team All-B1G by coaches and media What makes him worthy: When we spoke of Cody Latimer the terms size and speed were used, but in &lt;b&gt;Bell&lt;/b&gt;'s case it's a lot more about speed than size. Don't get us wrong, he's crazy strong, it's just that he's not the tallest receiver you've ever heard of, standing all of 6'1" and such. He's a godsend to a player like Taylor Martinez and frankly makes the quarterback look better and that's all you can  ...&lt;/p&gt;</description>

            <description>&lt;p&gt;&lt;font color="Gray"&gt;Source: bigrednetwork.com --- Friday, April 26, 2013&lt;/font&gt;&lt;br /&gt;In two seasons, Nebraska wideout &lt;b&gt;Kenny&lt;/b&gt; &lt;b&gt;Bell&lt;/b&gt; has caught 82 passes for 1,324 yards and 11 touchdowns.  If he duplicated that production over the next two seasons, he would become NU's all-time leader in receiving yards and finish second only to Johnny Rodgers in receiving touchdowns.  If instead, he duplicates his sophomore production twice over, he'd also become the school's all-time leader in receptions and receiving touchdowns as well.    &lt;b&gt;Bell&lt;/b&gt; could also see his name in the record books for special teams, if he continues to handle kickoff returns.  In two years, he's returned 20 kicks for 477 yards.  If he duplicated that over the next two seasons, he'd edge out Johnny Rodgers for seventh place all time as a kick returner.  If instead, he duplicates his sophomore production twice over, he'd climb a notch higher, into sixth place ahead of Cortney Grixby. &lt;b&gt;Bell&lt;/b&gt; hasn't been used a great deal in the run game.  He has just 5 carries over two seasons.  That still provided 108 yards and a touchdown (most of it on an 82-yard reverse for a score as a freshman).  That gives him 12 total touchdowns over two seasons, on pace to crack the top 35 all-time in scoring if he matched that production over the next two years.  If he matched last season twice more, that would move him into the top twenty-five on the all-time scoring list. These projections only ask &lt;b&gt;Bell&lt;/b&gt; to duplicate what he's done.  Who's to say he can't raise the bar and be even bet ...&lt;/p&gt;</description>
