The difference translates into $400 million for the current fiscal year and $2.8 billion for the year that begins in July. Both &lt;b&gt;Brown&lt;/b&gt; and Taylor urge fiscal restraint, however, because revenue projections are largely dependent upon economic factors ranging from employment to housing prices. Both also agree that the bulk of the money will go to schools under state law. &lt;b&gt;Brown&lt;/b&gt;, in his new proposal, had lowered projected revenues by $1.8 billion from his January estimate. Though tax revenue has run about $4.5 billion ahead of projections through April, &lt;b&gt;Brown&lt;/b&gt; said much of that money is unlikely to carry over into future years. The Democratic governor attributed much of this fiscal year's tax windfall to wealthy taxpayers shifting income from 2013 into 2012 to avoid higher federal tax rates. Revenue projections are pivotal for crafting a budget deal with Democratic legislative leaders, who face heavy pressure from social service advocates to restore key safety net services slashed during California's budget crisis. The governor presented a $96.4 billion revised spending plan for the coming fiscal year that included the loan from the carbon trading program, a move that triggered outrage from environmental and community groups.  The Legislature will have to approve the revised budget By law, the Golden State must spend the funds on efforts that reduce carbon emissions or otherwise meet the purposes of California's climate measure, A.B. 32.  Shifting the money from the Greenhouse Gas Reduction Fund -- where emissions trading money lands -- is very controversial because this is the first full year that California is selling carbon allowances and there isn't a good estimate of how much revenue to expect. The first two sales of greenhouse gas permits generated about $140 million for the state. The $500 million loan includes money from the first auctions plus allowances still to be sold this coming fiscal year. &lt;b&gt;Brown&lt;/b&gt; and other state officials said that the loan was a one-time option and that they expected the monies beginning next year to go toward programs that shrink carbon. Communities and environmental groups have questioned whether the delay in spending the money on climate causes would undermine public support for the program. But so far he's finding it's a lot easier said than done. A day after &lt;b&gt;Brown&lt;/b&gt; released his revised state budget that dropped a proposal to cap the number of units students can take at the cheaper in-state tuition rate - which was supposed to create incentives for them to graduate on time - the governor said he's still trying to figure out how to make higher education speedier. "We are searching for ways to, as they say in the business world, align the incentives," &lt;b&gt;Brown&lt;/b&gt; said to the University of California's governing board of regents, who were meeting Wednesday at the Sacramento Convention Center. "I don't like that phrase, but we are searching for ways to push people along." &lt;b&gt;Brown&lt;/b&gt; pointed out that two of his proposals to do just that have been rejected by the education establishment. His suggestion last year to put a limit on the number of years the state would give students Cal Grant scholarships, and require they meet certain academic standards, was "not received with the same enthusiasm with which it was proposed," &lt;b&gt;Brown&lt;/b&gt; said. This year, &lt;b&gt;Brown&lt;/b&gt; proposed charging California students the higher out-of-state tuition if they surpass a certain number of credits without graduating. Governor &lt;b&gt;Jerry&lt;/b&gt; &lt;b&gt;Brown&lt;/b&gt; has a plan for this extra $1.1 billion: Put it all into a reserve fund, lock it up, and throw away the key. “Everybody wants to see more spending—that’s what this place is, it’s a big spending machine,” said the Governor yesterday. “But I’m the back stop.” &lt;b&gt;Brown&lt;/b&gt; was right: Grasping hands desperate to immediately start spending the extra dough on social services and special interest projects have predictably called the Governor’s plan “unacceptable.” But &lt;b&gt;Brown&lt;/b&gt; is keen to avoid a financial disaster like the one that followed California’s last projected surplus ten years ago. The WSJ reports : Mr. &lt;b&gt;Brown&lt;/b&gt; warned that a shaky recovery of the international economy, the federal sequestration budget cuts and the expiration of a federal payroll-tax holiday are expected to weigh on California in the year ahead. “We’re sailing into some rather uncertain times,” he said. This is prudent thinking by a Governor who, despite the “D” next to his name, remains closer to the center politically than some of his colleagues in the legislature and even many of his supporters. We support the Governor’s approach. Caution is the way to go for California, which still has many economic wounds to heal before indulging its prodigal impulse again.
