Right now, they’re crafting a &lt;b&gt;Gun&lt;/b&gt; control &lt;b&gt;Bill&lt;/b&gt; that is being championed as a model for the nation. The &lt;b&gt;Bill&lt;/b&gt; (S2723) would encode a firearm owner’s ID on their driver’s license, establish a system of instant background checks, and force &lt;b&gt;Gun&lt;/b&gt; owners to show that they’ve received the proper training. There’s only one problem. They didn’t have enough votes . Dave Urbanski at the Blaze wrote on June 14 about the legislative kerfuffle. The author of the &lt;b&gt;Bill&lt;/b&gt;, state Senate President Stephen Sweeney, a Democrat, calls the legislation a “national model,” says NJ.com. And while it passed the state Senate, a political adversary of Sweeney’s stood in its way — Assemblyman Joseph Cryan (D-Union), who abstained from voting on the measure in the Assembly’s Law and Public Safety committee. Cryan’s lack of support was critical, leaving the &lt;b&gt;Bill&lt;/b&gt; without enough votes to advance. Apparently seeing the fallout ahead, the committee’s chairman — Charles Mainor (D-Hudson) — stopped the vote and called a recess, briefly conferring with abstainer Cryan. When the committee resumed, the intention was to move to another &lt;b&gt;Bill&lt;/b&gt;. But another member of the committee objected, saying rules prohibited stopping the vote. Earlier this month, the state House passed HB 937 , which would allow lawful concealed carriers to carry in places previously barred, including greenways, restaurants that serve alcohol, and locked vehicles on college campuses. Today, an amended version of HB 937 is expected to pass in the Senate. Not surprisingly, this amended &lt;b&gt;Bill&lt;/b&gt; has renewed the ire of North Carolina progressives. The News and Observer ’s headline screams: “NC &lt;b&gt;Bill&lt;/b&gt; would do away with handgun permits.” It’s a misleading title, since handguns in North Carolina are not registered, and there is no permit required to own a weapon. Instead, North Carolina requires citizens to purchase a permit, in order to then purchase a handgun. North Carolina is one of only 12 states with such a statute. We have the dubious distinction of being one of the most restrictive states in the country in this regard: New York, New Jersey, Connecticut, Hawaii, and Illinois are some of the other states that require a permit to purchase a handgun. Do pistol purchase permits make us safer? &lt;b&gt;Gun&lt;/b&gt; control advocates seem to think so. But as Paul Valone, president of Grass Roots North Carolina , pointed out, pistol purchase permits are actually less effective than ordinary background checks for their intended purpose. Thousands of calls have flooded Governor Brian Sandoval’s office about a &lt;b&gt;Bill&lt;/b&gt; to expand background checks for private &lt;b&gt;Gun&lt;/b&gt; buyers. Anyone obtaining guns in a private transaction would be required to visit a licensed &lt;b&gt;Gun&lt;/b&gt; dealer for a background check. Failure to do so could result in a gross misdemeanor charge.
