Morrow, 51, faces charges of assault with a deadly weapon and owning a mischievous animal which causes great bodily injury, according to court records. She did not enter a plea during her arraignment. At approximately 8:30 p.m. on Sunday, the Barstow Police Department received a call that a dog bite had occurred at Barstow Junior High, Lieutenant Mike Hunter told the Daily Press . The caller stated that the victim had been bitten in his right thigh area. Cheryl Morrow was at the location and reportedly tried to load all four of her Pit Bulls in her vehicle and drive away. However, the victim of the attack yelled for another person nearby who was riding a bicycle, Lt. Hunter said, and the Good Samaritan threw his bicycle under the rear driver-side tire of the suspect’s vehicle to try to prevent her from leaving until police arrived. The bicyclist then attempted to take a picture of Morrow’s license plate with his cell phone, and Morrow nearly hit him as she sped off, according to Lt. Hunter. The 75 cities and counties operating under bag bans provide hard data about the law's effectiveness.
